Passive: Scavenged Idea!: Whenever a minion or monster dies within a 1400 range, ISAN gains 1 stack of “Scavenged Idea!”. Champions and large monsters give 5 stacks instead. Upon reaching 10 stacks, ISAN's next ability will have an extra effect. Maximum of 10 stacks, and they are consumed upon using an enhanced ability.

Tether Shot: The target's Attack Damage and Ability Power are reduced by 12/14/16/18/20 while tethered if it is an enemy, which if it isn't, they are given instead.

Scrap Stack: Give nearby allies within 700 range 10/15/20/25/30 Armor and Magic Resist while active.

Focused Ray: The resistance debuffs are doubled.

Rocket-Pod: The rocket-pod can hold up to 2 champions, and gains 500 health.

Explanations: I think I explained that pretty well.

Q: Tether Shot: Range: 1000; Cost: 60/70/80/90/100 Mana; Cooldown: 25; Missile Width: 50; Missile Speed: 2500.

Fires a cable that attaches to the first Champion, active Scrap Stack, or Rocket-Pod it hits. If it is an enemy, it steals 6/7/8/9/10% (+1% per 100 AP) health as magic damage.

If it is an ally, it heals both ISAN and the target for the same amount.

While tethered, ISAN gains 25% movespeed.

If the target dies while tethered, the cooldown of Tether Shot is reduced by 15 seconds.

Re-activating the ability will untether ISAN and his target.

Explanations: This ability goes on cooldown after ISAN becomes untethered.

W: Scrap Stack: Range: 200; Cooldown: 14/13/12/11/10; Mana Cost: 50.

ISAN channels for 1 second then places an un-activated scrap stack on the ground.

Any ally may activate it from 700 range for 5 seconds by right clicking it.

Upon activation, it slows all nearby enemies within 700 range by 30/35/40/45/50% for 2 seconds, and it deals 20/30/40/50/60 (15% AP) each second to nearby enemies while active.

ISAN may have up to 2/2/3/3/4 un-activated scrap stacks on the battlefield at once.

Explanations: Scrap Stacks are indestructible. They do not count as terrain, besides things like tether shot, which do count as dying upon expiring.

E: Focused Ray: Range: 1400; Cooldown: 14/13.5/13/12.5/12; Mana Cost: 50/65/80/95/110; Missile Width: 20.

Fires a targeted ray from ISAN's position targeted on an enemy, dealing 90/150/210/270/330 (+120% AP) magic damage over 6 seconds.

Targets affected by the laser have their Armor and Magic Resist reduced by 8/11/14/17/20 for 2 seconds.

The laser will follow ISAN's position, but enemies may move in the way to block damage instead.

Explanation: Whenever ISAN moves, the point of firing for the ray changes to his position. The laser will always follow the target, no matter how far they go, but it cannot go beyond the range of 1400. 1/12th of the damage is dealt every 0.5 seconds.

R: Rocket-Pod: Cooldown: 40/35/30; Mana Cost: 150/200/250; Missile Width: 250; Pod Limit: 1/2/3 Health: 500/750/1000; Armor: 150; Magic Resist: 200; Explosion Radius: 300

Channels for 3 seconds, then sets up a Rocket-Pod facing in the position it was built. An allied Champion or ISAN may enter it by right click, but the Pod can only hold up to 1 champion. Upon entering, the Rocket-Pod launches in the direction that it was pointing. It moves at a speed of 1500 that gradually fades to 0 over 7 seconds.

If at any time it collides with terrain or enemy champion, dies, or the movement times out, it explodes, dealing 200/275/350 (+50% AP) to surrounding enemies, and slowing them for 50% for 1 second. If it hits a Champion, it stuns that Champion instead. The Champion inside the Pod is evacuated, exiting wherever the Pod exploded.

The Champion in the pod gains new abilities while still in it.

Explanations: Rocket-Pods count as minions for the purposes of effects. Killing a rocket-pod gives 50 gold to the killer. The rocket-pod is immune to cc.

Q: Veer Left!: Cooldown: 1.

Rotates 90 degrees to the left.

Explanations: The rocket-pod takes a brief 0.5 second delay to rotate, and movement speed isn't decreased during this time.

W: Brace for Impact!: Cooldown: One time use.

Upon activation, the Rocket-Pod gains the “Brace for Impact!” for 2 seconds. If the Rocket-Pod explodes during this time, the champion in the pod leaves with a 100/200/300 (+15% AP) health shield.

E: Veer Right!: Cooldown: 1.

Rotates 90 degrees to the right.

Explanations: The rocket-pod takes a brief 0.5 second delay to rotate, and movement speed isn't decreased during this time.

R: Evacuate!: Cooldown: One time use.

The champion inside leaves the pod.

Explanations: The rocket-pod will still continue to move, dealing the normal effects that it would've done.

What the flippedy-flop is this champion for?

Essentially, ISAN is much like Heimerdinger, but more support oriented, and for a completely different composition. ISAN is a positional support with very effective initiates if used correctly, but can also be played as a mage.

ISAN's passive is essentially encouraging ISAN to stay near all the action, while not necessarily getting directly into the fight, and having different playstyles when the passive is in action.

To play him correctly, it is all about positioning. Right now, he has 2 channels in his kit that shouldn't be used in direct combat, and one of which is vulnerable to enemies.

In lane, ISAN has quite high base stats, so he should take advantage of that fact and the early debuffs he has to score a few early kills. If that happens, lane control becomes very high, as it becomes easy to deal with jungler ganks with some traps set up in the right spots, and tethering to them can make it even easier. If lane is lost, it will be very important to ask a jungler for a gank and set up your attack. Maybe set up a few Stacks in key locations, and get ready to fire that tether onto the weakest target. Upon hitting level 6, laning can be very intimidating for the enemy, because being in lane, the travel distance for the rocket-pod is very short, and it has high burst potential. In fact, it can be almost impossible to lane against you if you score that early control. A jungler can even hop into one of these, and absolutely decimate your enemy.

Mid-game, ISAN starts to fall off, as the control he has with his abilities decreases as the map just got a whole lot bigger. Roaming would likely be your best option, and giving your allies a few assets/ganks if needed. Getting objectives can be very good baits, as your rocket-pods and Scrap Stacks can be very powerful if taken by surprise. At this point in the game, it is best to just find ways to help your allies, ward and defend objectives.

Late game is when ISAN picks up again, but in a different way. Suddenly, kills matter a whole lot more, and initiation means everything. Imagine a Gnar or Galio going into a pod that slams into the enemy team, it can be absolutely devastating. That really is almost the only usefulness of ISAN in the late game, and it is difficult to build him tanky too.

In short, ISAN is very niche. Like Yasuo, he almost requires certian kinds of champions on his team in order to play effectively, such as Alistar or Galio. In lane, he is also good with adc's with good pick potential like Graves, especially since that would be a very deadly burst combo when combined with a rocket-pod.

Building him can be very tricky, as you likely wouldn't build him EXACTLY like a lot of other supports. Aura items are very good, because you never want to be directly in the thick of it, and the natural buffs ISAN already has can be very easily comboed. Other than that, wards, and AP is your priority. Some are better than others, like Liandry's could be very good for your Rocket-Pod, but especially your laser. High mobility or more penetration from boots are good too.

Lore: I don't want to write it because it will likely come off as a half-baked nitwit PSA, but I have a good idea. So in the Blitzcrank lore, he became quite famous. So maybe other scientists created new robots as sort of spin-offs to copy Blitzcrank, and ISAN was one. Unfortunately, they didn't like him very much so they threw him away. ISAN idolized Blitz and decided to build himself gadgets and gizmos and whatnots to impress him. Eventually, he started to rack up a reputation as being very helpful in serious situations. After learning Blitzcrank joined the league of legends, ISAN went right after him, and could finally meet his robotic hero. I dunno.
