Future Mastery Mechanics Concept

So this is an Idea I've been juggling with since Mastery levels 6 and 7 were released. While the banner and emote for reaching certain mastery levels is a nice nod to your teammates or a smug gloat to the enemy, it isn't much. The idea I've been juggling is in 2 parts.

The first part of this idea is to give more of a competitive aspect to give players additional goals to strive for. Implement the mechanics in ranked to give a bracket or leader boards to players based on champions. To further implement this successfully, you could possibly use the LP system where you can not only gain Mastery Points but lose them as well, maybe even get your rank lowered. This would give players the goal to get bragging rights. Something as simple as "I'm in the top 10 Xerath players in NA" is huge motivation to become better at a certain champion and to go back and keep that position secured. It is probably better motivation than a simple banner or emote.

The second part of the idea is less idealistic and more along the lines of banners and emotes, as well as adding profit to Riot. I'm talking about skins. To give some backstory to this part of the idea, a friend of mine has been playing LoL for quite a while. For almost as long as he's been playing, he has been playing a certain champion. One of his favorites has been and will be Kayle . Unfortunately for my friend, his favorite skin is in the vault, Judgement, for anyone who doesn't immediately know. He missed his opportunity to get his favorite skin and now he may no longer have the chance. The second part of this idea is that after achieving a certain mastery level, for example let us say 9 or 10, and you achieve enough mastery points, again as an example let's say 200,000, vault skins for said champion meeting those requirements could be unlocked in the Shop for that champion. Riot could make the price of any of those vault skins higher than legendary skins like Aetherwing Kayle, Spiritguard Udyr or Omega Squadron Teemo, and players would still buy them. An alternative to this could be as simple as (I say this knowing that skin development is beyond me to recommend), but as simple as making a series of skins that could be called Mastery Skins that are available after meeting the same kind of requirements. The Mastery Skin idea is essentially a dumbed down version of Victorious or Championship skins but more available to the community. It would also allow more revenue to Riot as the amount of players that would seek these skins increases ans their mastery in the champions increases.

I believe this idea wouldn't be nearly as simple for Riot to implement as I laid out. I believe that it would be quite difficult for the developers to commit too, but a goal overall that I could see the Community as a whole not just accepting but desiring. Wanting for Riot to implement. Thoughts anyone?
