Can't do all of your recommendations in one champion, but here are as many as I could.
Alakait, The Forgiver

Armor: 35-72 Magic Resist: 28-45
Passive: Restraint - Alakait doesn't have a mana bar. Instead, he has two secondary resources- Anger and Resolve- which are generated from dealing and taking damage. Alakait gains 20% of damage dealt to champions as anger, stacking up to 250-500 based on level. He gains 25% of damage taken from champions as Resolve, stacking up to 300-600. While he has some of both, they decay at a rate of 50/40/30 per second. Alakait gains 10% of his Anger as AD and 10% of his Resolve in HP regen.
Q: Bring the Storm - Alakait sweeps his sword out in a cone in front of him (90 degree radius and 325 range). Enemies struck take 40/60/80/100/120 +100%AD physical damage and are marked with Stormbringer for 8 seconds. While on cooldown, this ability can be reactivated to dash to an enemy marked with Stormbringer- consuming the mark to deal 50% of the damage again. Can only dash once per cast, but the dash only removes the one mark. Has an 8 second cooldown, reduced by bonus movement speed (down to 3 seconds at a total of 150 bonus movement speed). This doesn't count active effects.
W: Iaijutsu - While toggled, the first auto attack against an enemy (Must leave combat with the target to refresh) is an automatic crit. The crit does 170/185/200/215/230% damage. The delay before the next attack has a minimum of 1 second. Toggled to change to Kenjutsu. 1 second toggle cooldown.
W: Kenjutsu - While toggled, Alakait gains 20/30/40/50/60% attack speed and 35% movement speed which decays over 1.5 seconds on hit. Toggled to change to Iaijutsu. 1 second toggle cooldown.
E: Iiado - While his blade is sheathed (requires exiting combat) Alakait can target an enemy within 325 units. He dashes to them, swinging his sword in the process to deal 140/170/200/230/260% of his AD in physical damage. After the damage is dealt, he must flick the blood from his blade, which requires .5 seconds of time. Has a 20/19/18/17/16 second cooldown.
R: One Night - Passively, Alakait takes 10/12.5/15% less damage from anyone he's hit with an ability or auto attack within the last 10 seconds. Additionally, whenever an enemy marked in this way deals damage to him, they are marked with One More Time. If they attack him again before he damages them, the damage of the effect is ignored and the mark removed.
Lore: Alakait was among the Samurai taught in Ionia. He was never a prodigy at what he was taught, but rather developed and mastered his own method of battle which was better suited to battling a number of foes.
This proved fortuitous when, as many learned that bloody night, Noxus had begun its invasion of Ionia.
After only a few minutes to grab his things, he was sent into battle. With his sword at his side, he stood his ground, holding off an entire Noxian platoon by himself.
This proved not enough, however, as even he was overwhelmed once the next morning's sun began to rise in the sky.
However, in their haste to assail the temples themselves, they made a mistake- leaving Alakait alive- albeit badly wounded and unconscious- but alive.
As the battle came to an end, Alakait rose to his feet and began to stumble his way back home. Each step was agony, but he had to make it back.
Finally, almost collapsing onto stone floor, he arrived- the sight less than welcoming. Bodies littered the ground, both Noxian and Ionian, but little blood was actually present. They'd been... Poisoned.
Even less pleasant, however, was a familiar face he saw fleeing the temple at great speed.
Yasuo, clutching the slowly bleeding arm that held his equally stained blade, sprinted past him, only glancing up slightly to lock eyes with Alakait as he passed.
As he would soon learn, Yasuo had been accused of killing one of the elders. However, even from what little Alakait understood of the prodigal samurai, he knew that wasn't the case.
After all, he'd seen Yasuo in the battlefields, doing far better than he against the invading force.
Once he had recovered from the battle itself, he went to meet with the remaining elders to get Yasuo acquitted. However, his pleas for their forgiveness went unanswered. Even if they knew Yasuo was innocent, of which he couldn't ascertain, sticking to their decision would save face before their crippled society.
Alakait, affirmed in the need to help Yasuo bring the man truly responsible to justice, set out to find his elusive comrade. Obviously, though, it's gonna take some time to find the Wanderer himself.
