Chat feature during loading screen

I was thinking as I was loading up into a game that had an extremely long loading time, imagine if we could DO SOMETHING related to the game we're about to play while loading up. Then I though, what if, during loading screen, our team could discuss our plans and strategies so that we know what we're doing once we get into game. Now I realize that not all load screens are long, but either way, at least there's a small window for us to discuss outside of champion select when everything is solidified and we don't have to stare at an unmoving screen the whole time.
