Enable all champions and skins in Custom Game Training Mode!

As the title describes I was hoping we could enable all champions when playing a custom game in training mode (e.g. the practice tool). This would include champions you didn't buy and thus do not own yet. By doing so we are giving players the opportunity to learn champions and get a better understanding of them so you can improve your gameplay against them on the actual PVP Summoners Rift without the need to buy them.

You could also extend this and enable all Skins in Custom Game Training Mode so we can have a look at the animations on our own Computer instead of waching videos on youtube :).

Any thoughts on this idea? Shouldn't be too hard to implement and it does improve the game quite a bit!
