Toril, The Compressed Crackpot
Hello all, and welcome to my first ever champion concept for Toril, The Compressed Crackpot.
As this is my first concept I would love other's input on appropriate statting and scaling for the champ. In my mind, he fills a niche in league that we have not yet really seen, but of course just like any champ he has tangential familiarities with some of the massive roster. So just please refrain from only saying he's a ripoff of X character, overpowered, or too weak. I need to know why you think that and so on.

CORE CONCEPT
Toril is a disembodied sentient gas (hexaplasm) that takes up residence in a weaponized pressure suit of his own design. His body is an unlimited source of magical energy that manifests in increased mass over time. Unfortuneately Toril can only control so much of his mass at any given time, so his suit is designed to vent of the excess magic gas and/or use it to power his hextech. His design is meant to reflect that build up and venting off of power.
This champion's aesthetic is heavily steampunk with a bit of a nefarious flair. I personally imagine him sounding a bit like skeletor but with a slightly gruffer, Tom Waites style thing going on.
As far as his personality goes, he resents being mistaken for a monster, or a mad scientist, but often has outbursts of anger when trying to explain that. Imagine him as like a counterpart to Veigar. Whereas Veigar is cute and small and wants people to Fear him for being evil, Toril is ominous and scary while wanting people to respect him for his intellect. He would try to maintain a polite society ton of voice, but his mania leads him to frequent outbursts of rage.

- Spineless? Where is your proof? Reveal your methods!
- Why are you running away! This is a mere demonstration!
- BUURPP Oh, erm.. Excuse me...
When Using: "Blowing Off Steam"
- This is almost like fun.
- WEEE!
- Terribly sorry, but I must be going now.
When Using "Release Valve":
- Ahhh, feels good to stretch the old hexaplasm.
- HA! Try your pointed stick now!
- Excuse me Fellows, I need to get through here.

Movement:
- I tried to tell them, human bodies fatigue and die. I could walk for eons!
- Imagine the benefits of a monorail in these parts.
- Hmm.. perhaps some sort of rocket skates.
- Why do they assume I'm from Zaun, have you not seen the quality of my ball bearings?
- I'm tired of all this fleeing, I'm a scientist not some simpleton beast.

LORE
>Growing up in the quickly evolving metropolis of Piltover can put an undue amount of pressure on any man. This was the case with Toril, a relatively unknown middle-aged inventor among many in the city. Toril was a hextech enthusiast, fascinated with the burgeoning field. However, he personally was not adept at the complex art, and found many obstacles along his road to success. Clumsiness and a sporadic memory proved to be his greatest enemies, and caused him endless frustration on his road to progress. His primary goal was the completion of a small hextech device from which he hoped to generate an infinite power source. Obviously this was an altogether impossible feat for someone so inept at even basic hextech configurations, but Toril had a kind of adamant mania brought on by years of failure.
Curiousity drove Toril to seek out the similarly deranged work of Viktor, a hextech cyborg from the undercity of Zaun. Toril knew that the good people of Piltover respected some cyborgs like Camille, but would never respect Viktor's brand of self sacrifice. Even so, Toril saw in him an opportunity for innovation.
Toril thought, "What need have we for flesh or steel if we can but power our machines?" With that he devised a new design for his infinite power source, one that required immense self sacrifice. Toril created a machine that would expunge the user's corporeal form, in exchange for an infinitely renewed power. Upon completion, Toril tested his device and found his human form utterly destroyed. All that was left was his sentience, a raw growing gaseous energy trapped within his hextech case. Soon the energy became too much for his dvice to contain, and Toril exploded out into his lab.
He found his new gaseous state to be incredibly demanding and difficult to control. Luckily he had a crafted a magic isolation suit many failed experiments ago. It was this suit which allowed Toril to take on a human guise once again. Marvelling at his discovery, Toril named this energetic substance Hexaplasm, and began to find uses for it's seemingly unlimited power. Toril found his new body freed him of the clumsines which had so often vexd him. His new form allowed him to craft a magnificent Hextech pressure suit to regale the elites of piltover with. This incrdible discovery would surely mean he received his long awaited recognition.
Sadly... It was not to be, Piltover's citizens were horrified by Toril's new ghastly appearance calling him a mad zaunite, much to his dismay. Those with stronger stomachs criticized him for conducting such a dangerous experiment, and chastised his methods for forsaking humanity. Many of the scientific elite just laughed at him. They claimed that such a feat had been long thought to be possible, but no one had been foolish enough to attempt it.
Rejected and disgraced, an angry Toril fled from Valoran completely. He secluded himself from humanity entirely. His life work had been trashed and spit upon. So he found a cave within the wilds of Noxus in which he could continue his experiments. Branded as a crackpot, Toril had only one goal now.
#Revenge. or maybe just a sincere apology and a gold trinket of some sort... The Key to the city Piltover would suffice.
I'm not entirely sure that this lore lines up well with current canon, but I've done a meager amount of checking to make sure there aren't any glaring plot holes. Also I tried to keep it simple for the sake of adaptability.
Originally my plan was to put Toril in the Shadow Isles researching the origins of the black mist and suffering unfortunate Black Mist hijinks. However, a friend informed me that this would provide unintended similarity between Toril and Nautilus who is also confined to a pressure suit thanks to those pesky isles.
Moving on.
Abilities
>##Passive: Under Pressure Toril's secondary resource is pressure. Pressure only regenerates when Toril hasn't used an ability for 2 seconds. It regenerates a rate of 2/4/8 pressure per second , and an additional 2 per second for every ability currently on cooldown. When Toril's pressure gauge is full, he becomes Pressurized and his next ability has empowered effects. 15% of Toril's AP is gained as pressure regen, and %3 is gained as health regen.
>##Q: Stress Relief Vent Cost: 25, Cooldown: 6/5.5/5/4.5/4 Toril's next auto attack gains increased range, up to 500 units, this attack deals an additional 3/4/5/6/7% Max health damage. This ability is an auto attack reset. Pressurized - Toril's first auto attack knocks the target back 150 units and deals 10/12/14/16/18% max health damage.
>##W: Blowing Off Steam Cost: 75, Cooldown: 15/13/11/9/7 Toril gains 20% movement speed for 3 seconds leaving a trail of Hexaplasm behind him. Enemies standing in the Hexaplasm are blinded and take magic damage every 1 seconds for the 3 second duration (continually refreshes while remaining in the affected area) 30/45/60/75/90(+15%ap) damage over 2 seconds. (In this instance Blind works like the Teemo variation, preventing enemy units from auto-attacking _Pressurized _- Toril dashes 800 units away leaving behind a 200 unit radius of Hexaplasm and a trail to where he dashed. Enemy champions he comes into contact with during the dash are carried with him and dealt 50/60/70/80/90 physical damage.
>##E: Release Valve Cost: 125/130/135/140/145, Cooldown: 30/26/22/18/14 Channeled. Toril leaves his containment suit becoming an untargetable mass of Hexaplasm for 3 seconds. During this time Toril has 10% reduced movement speed, cannot autoattack or use abilities, but can pass through minions and terrain. During the channel Pressure regen is increased by 50%. At the end of the channel his suit flings itself to his new location and he suits up. Pressurized - Toril no longer has reduced movement speed while outside of his suit. Additionally, Allies may now click Toril's empty suit to enter it, becoming untargetable. Allies are ejected at the suits new location at the end of release valve's duration.
>##R: The Terror of Knowing: Cost:50/60/70, Pressurized Cost:100/120/140, Cooldown:120/100/80 Toril restores his missing pressure over 1 second, while pulling in all enemies in a 300 unit radius. Pressurized - Toril knocks all enemies in a 200 unit radius a distance 300 units from their starting location. Enemies hit are dealt 40/80/160(+75%AP) damage. If they collide with a turret or terrain, they are stunned for 1 second.
Obviously I have no way of testing this kit to see if it is broken, so i used comparable abilities across several champs and made rough estimates of where the values should be, taking the average cost of some abilities and using champions I feel are NOT broken as the ruler. So, I'd say don't flame me bro, but this is a league forum so...

#Playstyle
Toril is essentially a Mage Fighter with decent engage and a lot of of opportunity for playmaking. I believe his Pressurized mechanic makes his skill ceiling fairly high, as choosing the proper ability sequencing in the mid and late game is essential to winning fights. He has relatively long cooldown's which is both a blessing and a curse thanks to his passive. Interestingly enough, his passive almost makes cooldown reduction less valuable.
I believe his kit leaves him open to play in the top, mid, and possibly support roles. I could see how his kit might be used in the jungle, but I don't believe he has enough early game gank potential with the current items available to AP champs, and his lane sustain is mostly in the mana department.
He has one of the higher base Armor stats in the game, (Go
Btw, who knew?) Which I attribute to his Mettallic housing and relative immortality.
