Skin Concepot: Project Singed (Possibly a Legendary concept)

Abilities:

Poison Trail (Q): Leaves behind a time fracture wherever he walks, damaging enemies who stay inside the fractures for too long.

Mega Adhesive (W): Creates a time distortion a target location, causing all enemies inside to move slower. If he rewinds (Flings, you'll see) his target into the time distortion, they becomes locked in place by the disruption.

Fling (E): He touches an enemy, rewinding them to a position behind him and dealing damage when they rupture through the time zone. (To verify how this might be possible, especially if they were never behind him in the first place, Singed rewinds them into a different reality where they had really chosen to go that direction instead.)

Insanity Potion (R): Singed speeds up time on himself, increasing his body's functions compared to everyone else.

So this may be a strange champion to do a PROJECT skin for, but hear me out:

Background: Predicting the fall of all PROJECTs, The scientist Singed created a PROJECT version of himself and sent himself back in time to assist Zed and Katarina in bring the other PROJECTS back in line - or to destroy them doing so.
