Does Riot actually even look at fan-made champs?

I've seen a lot of champions that I think would be a great addition, but does riot actually even pay attention to these creations? And if yes, do they even give credit to the creators?

Also, would it even make sense to submit an idea for a champ? I've worked out how it would look, it's abilities, it's lore, quotes and everything. Even the damage, how they scale, projectile speed, etc. Would riot even look at it?
