RUNIC ECHOES ON AP TANK JUNGLERS? (League of Legends)

In my opinion it is much better to go Runic Echoes into full tank on AP TanK Junglers like Amumu, Sejuani, Gragas etc because is just a much better early game item compared to Cinderhulk. Thoughts?
