$100 to play ranked for a season with goals, missions/rewards, incentives, skins, BE.

Pro:

players will play more often for the rewards they want
players will try harder since they paid to play
higher game quality
better feeling for playing (earning something)
people who don't care and troll ranked won't pay to do so

Con:

few less players in ranked

"A few" less players.

There are about a thousand people in the world willing to pay a hundred dollars to play a subset of a game for only a year. The average cost of a game is $40 to $60 to own it. You're proposing Riot make part of their game cost about twice as much.
