New U.R.F Style gamemode suggestion

For a rotating gamemode, there should be a mode while all spell casts are instant, so the spells cast instantly and they do the animations 80% as fast. So Blitzcranks pull would be more like a missile. Jinx's rocket would be a bullet. Singed would travel mach 10. Its an interesting concept to toss around. [slayer-pantheon-thumbs]
