First, Katarina has 8 skins.

Second, the victorious skin is given to a champion that had a large impact on the ranked season. While it is entirely possible for Katarina to meet that requirement, it is incredibly unlikely for that to happen

I'd love to see a decent skin for Katarina since, in my opinion, all of her skins (excluding Kitty Cat/Slay Belle, wish I could get either one of them..) pretty much suck.
