new champion basic concept

ok so this isnt really a champion idea. . . . more of an auto attack style in contrast to the graves/jhin auto-attack styles.

the character uses 2 mains weapons for auto attacks: machine gun & whip

the machine gun has 20 rounds, and none of them will crit or proc on-hit effects. they fire 4 times the champs att speed, but deal 40% current AD.

once all the rounds run out, you switch to the whip for 7-10 seconds, which uses your actual att speed, normal AD, crits with the 1st hit after the machine gun, and works generally the same as a normal auto-attack.

the whip is also used for most of [or all] the abilities, which i havent even attempted to come up with.
