Ortello, the Stonecarver
I did not design the art, it was simply the inspiration for the concept.
I'm not sure on his lore, probably either from Shurima or Mount Targon could work.
Concept Plan
The goal when creating Ortello is to create a champion who is capable of being played Jungle, Top, or Support and builds hybrid damage. The numbers are far from perfect as I haven't properly theory-crafted them yet, so think of them more as general placeholders.

Stones (Passive)

Ortello has small stones that float around him, up to a maximum of 6. For each stone floating around Ortello, he gains 2/3/5 (+2.5% bonus armor) armor, 4/5/8 (+5% bonus MR) magic resistance, and 2/5/8 (+3% bonus AD) bonus AD, increasing at levels 6/13.

Instead of using mana, Ortello alters the shapes of his stones, consuming one per ability. Every three autos, Ortello pulls another stone out of the earth. If Ortello is out of combat for at least 10 seconds, he will start to reform one stone every second. Upon entering the fountain, Ortello will regain all of his stones.

Enemies hit by his abilities will mark them with a stack of Carving, at a maximum of 3 stacks. Upon reaching 3 stacks, Ortello's next ability against the target will gain a bonus effect and consume the stacks. The stacks last for 5 seconds, refreshing whenever another stack is applied.
Stone Blast (Q)
- Ortello kicks a stone forward in a 750 unit line, slowing enemy targets by 30%, dealing 50/75/105/140/165 (+115% AD)(+85% AP) physical damage.
- Carving Effect: Target is knocked back and will be stunned for 2 seconds upon hitting terrain.
- Cool-Down: 14/13/12/11/10 seconds
Mountain Descent (W)
- Ortello throws a rock down onto a nearby location, causing a small wall of stone to form up to 600 units from him. The wall deals 30/60/90/120/150 (+60% AD)(+100% AP) magical damage and knocks enemies underneath it away. The wall counts as terrain.
- Carving Effect: Enemy will be stunned for 1/1.5/2 seconds.
- Cool-Down: 18/18/16/16/14 seconds
Rock Blast (E)
- Ortello sends shards of rocks forward in a 350 unit cone, dealing 70/95/120/145/160 (+80% AD)(+100% AP)physical damage to all enemies hit.
- Carving Effect: Enemies hit have 35% of their bonus armor shredded for 2 seconds.
- Cool-Down: 8 seconds
Seismic Impact (R)
- Ortello summons a large stone spire down on a target location, knocking back enemies and dealing 80/110/150 (+150% AD)(+100% AP)magical damage. Enemies within 500 units of the spire are slowed by 30% and grounded. Ortello gains bonus movement speed and hitting an enemy champion who's in range of the spire with an ability will refund the stone used to cast the ability.
- Carving Effect: The Target takes 120/150/180 (+150% AD)(+100% AP) magical damage and is slowed by 60% instead.
- Cool-Down: 180/160/140 Seconds
