Richter- The Adventurer (champion concept)

Lore (probably not a great one, but something on these lines. Feel free to make it better) Originally from Piltover, Richter lived the city life, but wanted to explore. So he set out to the famed wilds the seek excitement and to hunt. During his travels, he learned that he always needs to know where the creatures are, and always have ammunition to take them down.

One day he came across a cougar, and as he was going to aim for it, the cougar leaped into a brush. When he chased, he saw a woman running away, spear in hand. "You'll have to chase better than that", she said silkily. That night when falling asleep, he heard a sound, but it was too late. A large cat was pouncing him from a bush, about to strike. Then a spear came from nowhere and hit the tree between Richter and the cat. Richter used that moment to shock the cat with his taser and run. He heard from behind him the same voice, this time a little more sultry, "Now you owe me one".

Appearance Mid thirties, slender build, tanned skin. Wearing khaki colored clothing, and a belt to hold his equipment.

All of Richter's abilities are ammo based, with reload cooldowns, and static cooldowns. CDR only affects the reload cooldown. His secondary bar is mana. Passive Scouted Territory- Standing still for 3 seconds scouts the area in front of Richter (distance s/t like if standing on edge of top river, see until middle of baron pit, but not in. width of a lane). This cannot see through walls, but can see in brush. Standing in a brush extends the range slightly. If no information is gathered (no pink wards or champions seen) then Scouted Territory goes on a 15 second cooldown. If information is gathered, the vision lasts for a few seconds, and the cooldown is 100 seconds. (lower at higher levels down to 60?)

Early game his passive is what it says it is. A scouting tool. You can help your jungler by scouting river to see if enemy jungler is taking scuttle. Check for invades to or defend. Enemies can still hide behind walls, so they have options. Also, given that you have to stand still to do it, you need careful positioning. Mid to late game is where it's more useful, check for baron/dragon, death bush, etc. The cooldown will make you more careful when you use it.

Q- Taser shot Max ammo-2/3 (3 points)/4 (5 points) First cast- Richter shoots his taser in a line. If it hits a target, that target takes damage is tethered to Richter for a few seconds, taking more damage if they move. If hits terrain, then Richter can cast Set Second cast- Richter Sets the other end of the taser on the ground. all enemies who walk through the taser take damage. Minions and monsers take extra damage. Taser lasts 5 seconds. Max width is 60% of a lane (from wall to just past the minion line) If recently hit with Smoke Blast- Any instance of damage is aoe, doing reduced damage to other targets If recently hit with Sticky Net- Taking damage stuns the target

W- Smoke Blast Max ammo- 1/2/3 Richter sets a mine on a wall or on the ground. Any champion or monster who walks within X units triggers the mine, which explodes in a small area. Champions in the cloud have their attack speed lowered. If recently hit with Taser Shot- Take extra damage If recently hit with Sticky net- The target is blinded

E- Sticky Net Max ammo- 2/3/4 Richter shoots a sap soaked net at a target. If it hits, then the target is slowed and has their armor reduced for a few seconds.

R- Hunter's Take down Max ammo- 1/2/3 Passive- Casting an ability increases Richter's CDR by 1/1.5/2% stacking up to 5 times. ( can go beyond 40%) Active- Richter takes out his Rifle, increasing his attack range by 450 ( normally 150), for his next attack (.5 sec channel) The shot does more damage the more health the target is missing. Killing a target reloads 50% of the next bullet.

Richter's abilities are meant to be used in tandem with each other. If someone comes close, hit him with a sticky net and he'll become vulnerable. Taser shot can help you farm or harass. Set a smoke bomb to protect from ganks, and if they still come, hit them with a taser for a stun.

Team fighting can be zone control or flanking, depending on how you need to be used

Build- I'd envision ad, cdr, a pen with some tankiness to survive. Triforce, bc, titanic, fh, and banshees maybe.
