A complete new Champion-Design

So I made a complete new design which is based on debuffing the enemies. This champion reduces enemies (also baron and dragons) ad and ap with percentage stacks made by his autoattacks. His autoattacks deal no dmg exept on turrets. His passive can be stacked up to 6 stacks and stay for 4 second and it refreshes the cooldown on an enemy by autoattacking him. The passive can be stacked on multiple enemies at the same time. His Q ("refuse military service") has a good amount of cooldown (maybe around 30s) and it allows to pick an ally minion to recall to the nexus (8s recall and can only be interrupted by kiiling the minion). When the minion is at the nexus it need 3 seconds to recruit the minion back that it goes back to lane (I would say that it can't be skilled at level 1). His W ("stop that W ar") allows this champion to throw his shield (skillshot) he has in his hand (it says "stop the war, keep the peace" on it and it looks like a shield people hold on demonstrations). The shield can only hit champions and won't be blocked by minions. If the shield hit a champion enemy and ally he won't be able to cast his "w" for 2 seconds (silence only on the w (also works with vayne w passive)). His E ("") allows him by clicking (like kalista e) to deal dmg to every enemy champion in range based on the debuff stacks from his passive. This spell is meant to be a finisher at full stacks on a champion with low health (I thought of full stacks and under 20% health and it ignores shields (not kayle ult but janna e for example). His R ("put the weapons down") makes every champion after 1 second channeltime in his range unfightable but moveable so everyone can't use anything (spells, aa, passive and active items, summonerspells) for 1/1,5/2 seconds.

To his look i thought of this shield I mentioned before in his one hand and in the other i thought of megaphone or bullhorn where he screams through it every time he autoattacks. For his name I thought of the letters of gandhi put in a new order.
