Balance items Idea

Ok so in Season 9 League is really pushing for more balanced lanes and longer laning phases. I feel like there should be items that when it is bought can help a player that is behind catch up. There are many times where games are just won because of how one team snowballed too hard. These items should try and counter act that snowball. There should be three like the doran items one for ap, ad, and tank. The items should be relatively cheap and it shouldn't punish when you sell it later. The stats of the item should coincide with the new bounty system. It should fluctuate with how ahead the enemy team is. If both sides are equal or if you are ahead it should give barely any stats, but if you are behind the stats should scale with how behind you are relative to everyone else. It should also give teams with someone who disconnects a chance to get back in the game. Post any improvements or ideas in the comments those would be very appreciated.
