I made Setsumi into an assassin ish mage with some AoE hard hitters and a bit of CC for survivability

Passive: Shift of the Tides - While in the river, Setsumi gains 5-35 bonus armor and mr based on level, also her next basic attack will deal bonus magic damage scaling on bonus ability power and slows for 20% for 1.5 seconds (This effect lasts for 5 seconds after she leaves the river)

Q: Blessing of the Narcissus - Setsumi's gains extra movement speed while moving towards an enemy champion for 5 seconds, additionally her next 3 basic attacks will deal bonus magic damage and her final basic attack will cripple the enemy champion, causing them to bleed, dealing 20-100 for 3 seconds as true damage and slows them for 70% for 1 second (The bleed and slow only activate if Setsumi lands all 3 basic attacks on an unique enemy champion.

W: Field of lost memories - Passive: Setsumi gains attack speed for each consecutive basic attack against an enemy champion, stacking up to 5 times. Active: Setsumi places down a field of white flowers in an area, she gains extra health regen and attack damage while enemy champion have there damage output reduced by 10% while in the radius. After 5 seconds, the field collapses, dealing magic damage and stunning all enemy champion in the area for 1 second.

E: Dance of the tides - Setsumi charges forward a short distance, if she passes through an enemy champion, she marks them for 3 seconds, gaining invisibility for 2 seconds and can only auto attack that enemy for the duration, her next auto attack on the marked target will deal bonus magic damage and will give her bonus movement speed as she exists her invisibility

R: Corruption of the tides - Setsumi channels for 2 seconds, when shes finished channeling, Setsumi summons a water current covered in narcissu flowers, this ability has a large range (Similar to Lux's ultimate), if she hits an enemy champion, she can activate this ability again for 3 seconds to teleport behind the hit enemy champion and she summons a water current from the ground and knocks up any enemy champions in the area for 2 seconds.

First, let's take a look at how you describe her:

So she does everything?

Okay, abilities:

Passive needs to be reworked. She's less powerful when not in the river, so she'll only really be useful during dragon and baron raids.

Q: Needs scaling on the slow, as 70% at level 1 is waaaay to op. Also, make it not true damage. It's no fun going against true damage. Make it AP or something.

W: We need the damage, the scaling, the stats, all sorts of things. Passive isn't good for an assassin, as they're meant to be bursty, not DPS. Also, why a flower? I thought she was water themed. If it was made of water or something, it would make sense, but without a lore it's an out of place ability.

E: She forces herself to attack one enemy, does regular damage, and goes invisible, automatically losing it upon attacking? uuuhhhh....

R: Way too much CC for an assassin, and it basically lets you get a massive teleport.

We need cooldowns and a lore, otherwise the champ makes no sense. She also seems confused as a character overall. You say she's a mage-assassin, yet she's more Auto attack focused, making her seem more ADC-ish, but she's got so much mobility and cc that she doesn't fit any group.
