Skins for newer champions

Without having any insider information, I can give you the answer to your question. Yes, there are plans to make skins for these champions. Why haven't we seen any then? Because creating skins takes time. There's quite a few things that need to happen for a skin to be made. The skin starts out as nothing more than an idea, then comes a small sketch. By now, there's already been 2 times where the skin could be scrapped. At each step, no matter how small, a skin might be scrapped if it doesn't work for whatever reason. Next I'd guess an ingame alpha test comes. This would just be a colorshifted normal model. A useful color needs to be found. Then a proper work-sketch would probably be made, which could easily take 20 high-end sketches. Now a beta model is made and they slap everything together. This model would likely just be the standard model with all changes added on as blocks, like Emumu's hair onto the normal Amumu model. Now comes color corrections. These require ingame tests to figure out if it works with the background. Now, comes the two last steps which can technically be done at the same time. Final ingame model and skin splashart. Corrections need to be done a lot in these last steps.
All this takes time and time is money. If a skin won't sell cause it's an unpopular champion, it's not gonna be made. This is part of the reason why Urgot hasn't gottens skins in ages. This is also why Aurelion Sol is likely the last on your small list to get a skin in the future. Newer champions also aren't getting skins right away because so many old champions haven't gotten skins in the time since the new champions got released. As things are now, don't expect a champion to get a skin before 1 year after their release. It's of course possible, but not likely.
