Champion concept: Allan, the bullshiter

I wanna take a concept I saw in a post at one point. The OP was only using Allan as a shity comparison in a bad argument but made an instant sensation within that post.

Allan, the bullshiter

Allan has no back story, hes just some jerk who likes to watch TiVo and eat beef jerky for breakfast. The end.

Allan has no ability beside his passive: "bullshit"

Bullshit: Allan has a capped movement speed of 335. Any enemy unit to get within 400 units of Allan takes 500 true damage over 1 second. Allan is immune to any form of crowd control beside silences.
