Make URF great again - champ select solution

There are 2 problems with URF that I thought of a solution to. When you can pick your champ, you see the same champs in every single game.

With ARURF, the teams are usually so lopsided that the game is decided in champ select.

My solution is this. Make it so that there are no bans and you get to pick your champ, but you can't pick any champ that any of the 10 people in your game played in the previous game. The system looks at everyone's last played game no matter what game mode it is (excluding custom) and auto bans that champion. This prevents champions from being permabanned while also preventing them from being played in every single game.
