I don't have much to this champion concept in the way of lore and scaling, if you have suggestions, I might make changes (if I can, this is my first discussion):

Lore: the twins are children of recently murdered leaders in the development of hextech machinery, which were sued of all their money and are now homeless.

Summary: this champion is two halfs, an AD oriented marksman and an AP oriented support. Each has their own abilities and only one can be controlled at a time. Marksman has two twin pistols, and support has a similar looking single rifle

Passive: whichever character you are not currently controlling can be directed with the pet move command. Other than Q, the "pet" can only auto attack. The support character's auto attacks can only heal allies, not hurt enemies, and scales off of AP. As such, building AD will give no benefits to the support half and vise versa with AP on the marksman, Each character has individual health and health items gives each character health individually(doubling efficiency of health items)

Q: Marksman: two straight shots are fired parallel to each other, hitting the first enemy and exploding on impact. If an enemy is hit by both explosions, damage is tripled(triple of one shot) Support: one bigger shot is fired, hitting first target and exploding on impact. Some damage dealt to champions heals only the support half, is doubled if the champion is directly hit. Both: if both are in close proximity, both Qs are activated regardless of which is being controlled.

W: Marksman: a trap is set down which slows and deals damage, as well as granting vision Support: a health kit is set on the ground, healing and increasing attack and movement speed temporarily

E: Marksman: each pistol fires a rope and post. Reactivating will slingshot him between the posts. Moving farther away will sling shot him farther forward faster. If he walks a certain distance away it will automatically reactivate. Support: rope is shot forward to latch onto an enemy champion, activate again to fire a post attached to the rope. Activate a third time to launch the enemy champion to the post. Any enemy or neutral units hit by the champion will be knocked out of the way and slowed. If the champion hits a natural or champion made terrain before reaching the post, the champion stops and is stunned. If the champion hits the post, it is slowed and damaged.

R: switch between which champion you are controlling. If one of the characters dies(only counts as a kill if both die) pick up or drop the downed character(can only control live one, duh). If the downed one is picked up by the other, the living character cannot cast abilities other than R and is slowed by 95%. Downed character can only be revived by your teams fountain or by reviving abilities or items(only counts once/ GA or zilean ult will only revive one before going onto cooldown)

Thoughts: I didn't do scaling because it's basically impossible. Individually, each one is way weaker than a regular champion, but together are way OP. It'd take a lot of skill to play(especially if you were to take each one to a different lane, which is perfectly fine) ult has no cooldown because of the need to switch quickly. Both are naturally very squishy, but health and armor items are doublely effective. This champion is very late game oriented, and almost any item will work well with them, depending on what your focus is. A nightmare when above the high skill cap. Made for bot lane, but basically any role works.
