Not-so-brief, Incomplete Champion Concept
Passive: Naturally has +5% maximum CDR cap. Instead of CDR reducing the cooldowns of their abilities, it instead amplifies their ability damage output (At a rate of 1% CDR -> 2% damage amp, so that reaching a maximum of 50% CDR (using the passive 5% cap increase and 5% from masteries) gives them a 100% damage amp.
Ranking up their abilities increases their cooldowns (unlike every other champion), so that at early levels they are an ability spamming champion, and later as they gain levels and more damage from CDR they transition into a burst champion.
CONS:

a full flat / scaling CDR runepage could break them, considering they're late-game focused and flat CDR would give them more of their late-game power before they're supposed to reach it, could be countered by making them an Ability Power champion so that they're giving up Ability Power Quintessences and Glyphs early.

If they were Attack Damage / benefited from Critical Strikes, Essence Reaver would be a massive powerspike, again countered by designing them to be a Mage.

Making their cooldowns longer lategame with no way to reduce them could cause several problems: . A) If their AD / AP scalings are too high, they might not even put points into their abilites beyond the first so that they can keep low cooldowns with high damage . B) Introducing another way to reduce their cooldowns via certain statistics (such as by Critical Strike instead of CDR) would make the concept pointless, the same goes for some way for them to reduce cooldowns by their abilities (such as Katarina's reset, Zilean's rewind, or Taric's passive). . C) I'm certain there's others.
