Static,The Electric being(mage of sorts)

Still thinking of base stats

LORE: Zaun a land filled with experiments of disaster and the very rare good kind.Static was a mishap,not of an experiment on a living mortal...but rather..metal..an early creation of the mad scientist viktor...was a mishap a creation of nothing but electricity and metal inside..all Viktor knew was it had to be vanquished for it wasn't a machine.Static ran away confused of this world that he existed in..he searched Valoran for any kind of help..alas he was ruthlessly hunted by noxians,banished by demacians,tested in Piltover until he met who brought him to his home where he thought static many things.Soon he could speak and understand the world he lived in.

Then Zilean noticed a disturbance after many years with static,he began to fade to lose the will to continue...as if he was losing energy slowly until he would eventually disappear forever.Zilean was determined to save his new comrade,even with the knowledge Zilean holds after every invention he cannot charge Static.Soon after he heard tales of a dragon at mount Targon,a Star forger of sorts,a mad idea came through Zileans head "what if..just what if..Static could be reenergized by the force of a star",so he quickly head to Mount Targon and find the star forger.He asked the Solari about the dragon and it was called Aurelion Sol.Zilean being the dragon,made a regret for as soon as Aurelion Sol caught sight of Zilean he launched a small star,QUICKLY STATIC BLOCKED THE WAY reenergised by the power of the star.

Aurelion Sol made a hasty escape in fear that he had created a rival, a new cosmic being.Sadly for Zilean,his life saved meant losing a friend,a comrade.Like most power twists people in many ways,however Static was never mortal,he was never a person and there was no common sense as much as Zilean taught him.Zilean was struck by lightning,no longer was Static just an electric being,the star inside him had given him the powers to unleash his electric wrath,"But why Static","Power is all that matters Zilean...all that matters".Zilean ran with haste,Static used his newfound powers to ravage Mt. Targon,destroying Demacian and Noxian villages.

Before long the league of legends had to put a stop to it.Static brought forcefully was made a deal.....stop the chaos and prove his worth in the league.Without hesitation he accepted the offer.Addicted to power after the force of the star twisted him....he considers Aurelion Sol more of a comrade then foe though they may not think the same he thanks Aurelion Sol for showing him what it really means to have Power.

Ablities:

Passive:Discharge Every spell Static casts makes his Star burn harder on the fourth spell he discharges a large burst of electricity that deals 10/20/30/40(10%,20%,30%,40% ap ratio) (scaling at levels 1/6/11/16)magic dmg ADDED TO HIS SPELL and the spell also gains +15 flat magic pen

I named it discharge as a small reference to solar flares,and context on low bases but decent ratio's?so the passive isn't very oppresive early

Q:Electric flux(aoe spell) cooldown:8 seconds all ranks mana:60/65/70/75/80

Static unleashes an electric storm on the ground that bursts after 0.2 seconds that does 50/90/130/170/210(50% ap ratio),this spell does 1% more dmg for every 2% hp the enemy is missing,Electric flux only does 80% dmg to minions(additional note if this spell were to be affected by discharge,discharge will benefit from the 1% more dmg for every 2% hp missing)

Your every day burst spell,nothing special but when discharged this spell can really sting especially since it gets the increase dmg bonus

W:Neutron Orb(skillshot) cooldown:12/11.5/11/10.5/10 mana:70/75/80/85/90

Static fires an electrical orb at target direction Exploding on the first target hit dealing 30/60/90/120/150(30% ap ratio) THEN the electric orb attaches it self to the target making an electric field around the target dealing 50% of the original dmg over 3 seconds(ONLY TO THE TARGET IT ATTACHED TO) and slowing enemies in the electric field by 10%/15%/20%/25%/30%,main target is slowed for double that amount rapidly decaying back to the base amount 10%/15%/20%/25%/30%

reference to neutron star,i didn't want it to be your everyday slow so designed the slow to be more like this a unique slow intentional low bases and ratio so it isn't broken,his passive also ADDS to the base and ratio of the spell which means that the 50% is after counting discharge note slows do not stack,multiplicatively nor additively they just don't stack(i mean multiple electric fields slows won't stack)

E:Overwhelming shock(point and click single target spell) cooldown:9/8/7/6/5 seconds all rank mana:70 all ranks

Static overwhelms target champion with electric energy,amplifying the dmg he/she/it takes from your spells by 5% for 2 seconds,additionally the target will create another electric field if he enters an electric field created by neutron orb and takes the full dmg from neutron orb

Overwhelming shock can stack but won't use discharge

just a small little power spell that emphasises on neutron star and at max rank with some cdr you can have some fun games chaining neutron star

R:Endless storm(aoe spell) cooldown:120/110/100 mana: 150/125/100 Static unleashes a devastating storm damaging enemies for 150/250/350(25%% ap ratio) applying neutron star and overwhelming shock to all enemies however Static uses most power within him..silencing himself for 2 seconds,and when the silence ends he deals 25% reduced dmg for another second

THIS is Statics devastating team fight move at a price,you miss your punished,YOU HIT YOU WILL be rewarded and an additional note if Static is discharges using his ult the ults dmg won't increase but rather the dmg of the neutron stars he applies will be increased
