New Champion: Lucio, The Brilliant Darkness (Fan-made Concept)
I'm new to how I'm suposed to post things, but I had a champion concept I wanted the WHOLE world to see! :D
LORE
Lucio Valencia is the son of two noble demacian parents. Percy Valencia, and Tony Valencia. Lucio at the age of two, he was fond of the light, and would spend his time leering at a glowing sphere suspended above his cradle. At the age of 14, Lucio departed from his home, and traveled to a Demacian Academy to study for four years. He studied about the art of a holy magic known as Lera. He was the top student of the academy learning over 500 varieties of magic that dealt with the subject of light.
To master Lera one must go through intense training, and has to possess the two relics of Sora and Michael which were hidden in the Legendary Archives located beneath Ionia. During one of his journeys on an expedition to Ionia, the boy happened upon a burried crpyt that was a detached piece of the legendary archives. Lucio was lead there by a glowing orb that appeared from his Lera textbook. Alone, he watched the orb vanish before a purple book inside the crpyt that had a golden crucifix lying aloft the violet surface.
Lucio returned and graduated from the Demacian Academy, returning to his home, only to learn that his parents were slain by a malicious force. Blood caked the wooden floor in a pattern which to Lucio's horrorific discovery was actually a linguistic ritual written on the wood. The bloody symbols translated to "Ring of Sora". The similar words were placed on the lock that sealed his purple book shut.
Sora is a powerful monk who dwells in Ionia, as a sentient force with limitless power and control of the dark and the light. He slain his brother Michael eons ago, then deovuring his brother's carcass to absorb his brother's power. Sora was destroyed by the overwhelming power, being reduced to a amorphous entity. He cursed the relics he hid in the crypts of the fallen library saying the following words:
"I set upon these artificacts a perpetuating spell which shall claim the lives of those who granted you life."
The boy left his home after burying his parents then immediately joining the League in hope of using his publicity gained in battle to attract the attention of "Sora" who slain his parents, so that he may then get revenge. Though he was brilliant, he had a dark past and future that he must face.
TL;DR LORE:
Lucio is a demacian dude who liked light as a baby, and who went to an academy becoming one of the best students there. He was even able to comprehend the magical study of Lera. He then went on a journey to Ionia, where he obtained Lera-related magical relics from a crypt which were once belonging to an evil man named Sora. Lucio came home and his parents were killed by Sora who cursed Lucio for taking the relics. Lucio wanted Sora-senpai to notice him so he went to League to get attention, and once Sora was lured in, he would kill Sora! The end.
SKILLS

Lucio's Passive is Benedication. Lucio performs combat with his crucifix staff, so that every hit he lands benedicates the victim. Benedication stacks up to 3 times, and then the stacks vanish. After reaching 3 stacks, the passive goes on cooldown for 30 seconds. On the third stack, the enemy is slowed for 1 second. (The slow scales with Lucio's level. Level 9. Level 13. Level 16. Level 18.)
- Slow Duration: 1/1.5/2/2.5
~ Lucio's Q is Brutal Blessing. Lucio whacks his foe with his weapon so hard that they are briefly stunned and take physical damage (a percentage of Lucio's AP) for 0.25 seconds and immediately obtain three benediction stacks no matter how many were already present. The skill works so that Lucio stores charges of the ability. He can have a max of two charges. The charges take a flat cooldown of 30 seconds to generate. While there is a secondary cooldown between them if he has two charges at the same time so that he cannot use both charges in rapid succession. If the passive is on cooldown, the cooldown on his Q is longer. If the passive isn't on cooldown, then the cooldown for his Q will be the same.

~ Lucio's W is Holyland. Lucio consecrates the earth in a target location so that those who stand on top of it are either blessed or suffer. The consecration last for 5/7/9/11/13 seconds and enemies standing inside take true damage for however long they stand inside of it. Meanwhile, for every enemy that stands inside the Holyland, Lucio gains health.

~ Lucio's E is Cruci-fixation. Lucio can morph his weapon between a cruci-staff, and cruci-sword. [Yes, this is a toggle skill.] When the cruci-staff is active Lucio deals 5% of his current AP to the enemy. If the cruci-sword is active, not only does his normal attack range shrink, but he deals 10% of his current AD to the enemy.

~ Lucio's Ultimate is **Angelic Aegis/Empyrean Drop.**Upon the first activation of the skill, Lucio selects an enemy, himself, or an ally. If Lucio targets himself or the ally, then an angel will appear above the targeted player and he or his ally are healed for 10% of their max health and get a shield equal to 50% the targeted player's maximum mana. If Lucio targets an enemy, an angel appears above them and gives all players true sight of whoever the angel is hovering above.
Upon the second activation of the skill, depending on Lucio's intial selection a second angel will appear and perform an action. If Lucio selected himself or a ally he must first find a nearby enemy champion and target them within 12 seconds, at that moment, a second angel shall soar over to that player and drop a large sword onto them dealing 150/250/350 magical damage. Enemy champions near this explosive drop will be feared for 0.75 seconds and take 10% of Lucio's maximum mana (items not included; base) in true damage. If Lucio intially selected an enemy player with Angelic Aegis, then Empyrean Drop will automatically be activated on that enemy player and they will take 150/275/400 true damage (along with 80% of his AP). Enemy champions near the explosive drop will be stunned for 0.5 seconds and take 20% of Lucio's maximum mana (items not included; base) in true damage.
