Adaptive Tenacity

As we all know crowd control has become a big thing in League of Legends. It's a very powerful tool, and every champion either has it in their kit or can buy it in the shop. This has lead to the dreaded "CC chain". With this becoming such a frustrating issue I think there is a way to reduce the problem by introducing a new concept to the game: adaptive tenacity.

Adaptive tenacity would be something where you start with no tenacity, and continually gain tenacity after each time you get cc'ed for a certain amount of time up to a cap. Think of it as something similar to the passive effect on Adaptive Helm. It would give maybe like 15 - 20% tenacity after the first time being cc'ed, and add say 10 - 15% tenacity for every occurrence after that up to maybe 60% for like 5 - 10 seconds.

If this were to be added to the game it would best be implemented as an enchantment/upgrade to any pair of boots (and if this was added to boots then the tenacity on Mercury Treads would probably need to be lowered slightly). The whole "tier 3 boot enchantments" thing has been removed from the game, but with how much CC is in the game now I think this should be an exception.
