[Champion Reveal] Echo, the Bantam Bandit

This is my third champion concept and so I would really appreciate any feedback, negative or positive, so I can improve future concepts! Thanks for reading guys!

Base Stats:

Health: 420 (+75/level) Health Regen: 7 (+0.7/level) Energy: 200 Energy Regen: 50 Armor: 16.5 (+3.5/level) Magic Resist: 30 (+1.25/level) Damage: 53 (+3/level) Range: 150 Attack Speed: -0.08 (+2.7%/level)

Abilities:

Passive: Hoarder - Echo has a 5% increase in his gold income. Q: Keen Eyes - Passive: Echo gains a 15% larger sight radius than normal. Active: Echo reveals any stealthed enemies within 700 units for the next 5 seconds. Does not reveal enemies hidden in brush. Cost: 40 Energy Cooldown: 20/18/16/14/12 seconds Range: 700 http://i.imgur.com/F9vPAXq.jpg W: Scamper - Echo completes a zig-zag dash in a short time. The dash has three parts and varies based on cast range. Each of the three parts of the dash deals 65/70/75/80/85 Physical Damage as well as on hit effects. Cost: 55/50/45/40/35 energy Cooldown: 17/15/13/11/9 seconds Range: 150 - 650 http://i.imgur.com/SuUaJhf.jpg E: *Disorient - * Echo attacks quickly causing his target to become confused and move in a straight line in a random direction for 2 seconds. Echo's attack deals 55/85/105/135/165 (+45% AD) Physical Damage. Cost: 55/50/45/40/35 Energy Cooldown: 12/10.5/9/7.5/6 seconds Range: 575 http://i.imgur.com/pcn2AhY.jpg R: *Master Thief - * Echo uses all of his skills to steal his target's energy. Echo becomes stealthed for 5 seconds and can choose to attack a single target dealing 150/200/250 (+50% AP) Physical Damage to that target. During this time Echo also steals 35/45/55% of his target's Movement and Attack Speed and also gains 15/20/25% bonus armor and magic resist for the duration. Echo's buffs and the target's debuffs last for 5 seconds. Cost: 65 Energy Cooldown: 100 seconds Range: 550 http://i.imgur.com/NqbqiHq.jpg

I've included some simple pictures to kind of give you guys an idea of how Echo's abilities would work. Echo is a bursty assassin, really relying on his ultimate to melt single targets. He has some slight CC in his E which can provide a good engage for his team as well as a good disengage for himself. His dash applies on hit effects as well, meaning he can apply slows or debuffs to enemies that he dashes through. This also helps out in the jungle, due to each part of the dash dealing damage, allowing for decent clear speeds.

Talon Rengar Why not have a stealth jump ultimate, much like re gar, or make it so his ultimate will jump to the front/back of an enemy depending on where you already were.. Then he could like, gouge there eyes with his blades, blinding them for 1.5 seconds,,

Well, I would honestly Love to have this character, but I am already in love with characters that can go invisible, so, I feel like this character should be able to go into invisibility for like 7-13 seconds. Would make him better..
