Contracted Skins?

Of course, this is just curiosity. But why hasn't Riot done any Contracted Skins? What I mean by my horrible word usage, is a skin made to look exactly like a favorite TV show character, Super Hero, etc.

Like say, StarLord Ezreal (from Guardians of the Galaxy.) OR Uub/Kid Buu Ekko. Or a Kakashi Hatake wardrobe wearing Shen!?

I understand the difficulty of probably reaching the creators and the ton of paper work that would obviously be needed, but I was just curious as to why this hasn't happened yet?

Disney delivers so much content in so many different forms that I am honestly surprised this hasn't happened yet. Like... say... a Disney Land exclusive skin or something like that. Where you could receive a special League skin just for visiting Disney Land. But that would require you guys to have a contract with Disney? Correct?

I should probably do more research on it, but I was just pondering about it today and had to bring it to the forums.
