An idea about the Vladimir rework

You could make it so his Q gives him stacks every time he kills a unit with it, where each stack permanently grants him health and/or ap. This came to me because Vladimir wants to kill, and he does so by literally draining the life force from his victims. This should make him stronger. Then you could change his passive and give him a new one. His other abilities should remain the same, imo. Last but not least, you could give him a visual rework on his abilities, his appearance and his hud.

EDIT 1: Idea for new passive: Vladimir stated in the Journal of Justice that every person's life force that is within his blood has a different taste. So his new passive could be like this: You could have a mark on a random enemy champion, meaning that Vladimir desperately wants to taste that champion's life force. If Vlad kills him or assists in his death, he gets some sort of bonus.
