Heimerdinger's Passive

Health Regeneration is a great stat to have but with Heimerdinger it doesn't show in his turrets. I recommend that he should have an adjustment, this adjustment leads into helping the heal for his turrets to become more effective. I offer two options in which improves Heimerdinger's Passive, the first option is that he gains an percent increase in his heal at lv 6, 11, and 16. This idea is very similar to how Garen's Passive is setup, but with this option it is too improve his health regeneration by 25% at level 6, 50% at level 11, and 100% at level 16, this only applies to his passive and not the items that provide Health Regeneration. so the math is like this at level 5 Heimerdinger gets 15 Health Regenerated every 5 seconds when he hits level 6 this will be increased by 25%, so instead of 15% Health regenerated it will be 18.25 Health Regenerated. For those that though ahead to max level, 30 Health Regenerated per 5 seconds this is level 18, so instead of 30 Health Regenerated it will be 60 Health Regenerated per 5 seconds. I like how this goes seeing that it wouldn't be overpowering, and yeah he is a mage and why should a mage have such high health regeneration? well because changing Heimerdinger's Passive would lead to a big step in his game play, I provided this information because this could be the first part to his change.
Update: This effect only applies to both heimerdinger and his turrets, the Health Regeneration Aura is the same as it is today toward his allies.
