[Champion Concept] Cielon the New Prophet

Who took over the celestial god/goddess position after Soraka denounced her divinity? Please give me constructive criticism, he may be overpowered but im hoping the steps ive taking in hope of making him a fair champion will do just that:make him fair.

Lore: After Soraka sacrificed her immortality, one of her young pages Cielon, was blessed with her previous divinity. Having his goddess forsake her immortality it weakened him to be mortal as well, however, Cielon had become the new prophet, with only protection on his mind. He vowed to protect as long as he lived.

Passive: Sacrifice AutoAttacks scale on Ap instead of Ad Auto attacks aimed at enemy champions reflect 50% of the damage dealt back onto Cielon, but grants allies global health regen of 5% max health per 1 second for 1 second per auto attack.

Q- Divine Intervention Cielon grants a shield that blocks damage from 3 auto attacks from champions (shield blocks 6 attacks from neutral creatures or minions). This ability does not grant health to counteract lasting attacks such as grievous wounds, poisons, ignites or similar effects. Shield does not prevent abilities except for empowered autoattacks If shield prevents lethal amounts of damage, the shielded champion is healed for 30%/35%/40%/45%/50% of max health. Cooldown- 22/20/18/16/14

W- Grasp of Prophets Cielon sends a beam of star light to wrap around enemy champions and root them for .5/1/1.2/1.5/2 seconds dealing no damage. This attack is a skill shot but does not intersect with minions or neutral monsters. If no damage is dealt to the enemy champion rooted during the root duration, it refunds the mana + 50% of the mana cost back to Cielon with an added 5% per 1second health regen buff for up to 5 seconds. Cooldowns- 20/16/14/10/6 E- Prayers Cielon places a shrine on the ground and after 5/4/3/2/1 seconds it fully matures into a buff that can be picked up by ally champions granting 15/25/35/45/55 movement speed for 5/10/15/20/25 seconds after use and 150 health per skill level, if shrine is destroyed by an enemy (2 autos to kill shrine) the enemy is granted a shield for 75/100/150/200 health. If Prayers is not fully matured when used it only gives 90 health per skill level and does not give the movement speed buff. If Prayers is destroyed before it has matured it does not give the enemy a shield at all. Only 2 shrines can exist at one time, if a shrine is placed while there are two active shrines already placed and matured, the oldest shrine explodes dealing aoe damage scaling off of Ap doing 30/45/60/75/90 ap damage within Cielon's autoattack range, this explosion damages allies, enemies, neutralcamps, minions, or turrents within the range. Cielon can hold 3 shrines at a time. Cooldowns- the the first shrine placed is half of the cooldown of the second shrine (17.5/15/12.5/10/7.5), the second shrine placements are as follows: 35/30/25/20/15. the third shrine cooldowns will double the second shrine cd (65/60/50/40/30) R- Miracle Cielon revives all dead team members within 5x his auto attack range and grants them 25%/40%/60% of their max health, the allies deaths are still counted towards their kda. Cielon must be at 75%max health or greater in order to cast his ultimate and it kills Cielon to cast. Cd 140/120/100 Starting Stats: Health 600 +80 per level (1960 at lvl 18) Mana 200+ 50 per level Autoattacks are scaled off of Ap: AP 30+6 per level AD 0 and does not scale Movement Speed 335 Attack Speed .65 Armor: 40 Mr: 30 Auto Attack Range: 450
