Shopowner as a playable Champion

I know after the release of Orrn it is not a unique idea, but how about a champ who is able to give other Players the possibility to buy stuff in lane for an extra fee as a passiv. It would be a advantage in lane and it would be a good support skill. With a high cooldown it would be not that op. And the Idea behind the champ could be a hard support with shields and weak attacks but also giving him something like a included support item. Passivly he could also give money to a laner during laning. I know it is hard to balance but i like the Idea about a champ who can manage money stuff.
