Blitzcrank rework

Hello everyone ! It has been a long time I had that in mind (around season 1), I like blitzcrank and his kit, but it begins to be a bit old and my ideas could maybe remove some of his rust and bring him a bit of those hextech novelties he deserve.

The idea is to keep his background as it is : Viktor created him as a cleaning golem and Blitzcrank wanting to help Zaunians even more removed his own limitations. But go further into the hextech part of the technology and -based on electricity as current Blitzcrank's kit- duality of charges : positive and negative. It's translated into this kit which involve for each ability two sides.

I try to keep the global theme of the playmaker support robot with a grabbing arm, a kit with a good hybrid burst and some crowd-control. I propose a new passive ability based on his background of a tinkered robot so he can increase in power with the items he buys by a new interaction, not directly from the stats. I therefor reduce his abilities damage and the survivability his old passive gave him. I remove the old W which was half helpful half self-armful to give Blitz another way of movement on his Q and transform the W into a 2-hit ability. I also introduce a new interaction with ennemies and allies with the charges system, which allow him in addition to the normal "hit enemy" interaction to pat (gently hit without hurting) his allies to give them a bonus. You may notice some resemblance with other champions abilities and it is totally unwanted (I had the idea of the 2-hit collision for his E before Zac's rework, and his ultimate having an effect close to Oriana's R).

As I'm not an artist I can't give him a visual update but I think this new Blitzcrank would need to look a bit less steamy than the old one. Also, I would like to apologize for any orthographic or grammar mistake there is in this post as English is not my native language.

Blitzcrank Passive: positron/negatron _Viktor gave Blitzcrank a positron-activated particle field (or PAPF) and a passive particles incorporated field (or PPIF). _ Blitzcrank gain 5% damage reduction for each item in his inventory with a unique ACTIVE and 10% ability damage increase for each item in his inventory with a unique PASSIVE.

Q: Negatronic magnet / Positronic propulsor Cost: 80/85/90/95/100 Cooldown: 14/13/12/11/10 Range: 925

Blitzcrank uses alternatively his Negatronic magnet and his Positronic propulsor, respectively incorporated in his right and left arms. Blitzcrank charges his Negatronic magnet to stun and deal 50/80/110/140/170 (+25% Ability Power) magic damage to the first enemy unit encountered while he pulls them to himself. Blitzcrank charges his Positronic propulsor to stun and deal 50/80/110/140/170 (+25% Total attack damage) physical damage to the first enemy unit encountered while he propulses himself to them.

W: Hextech discharger Cost: 50 Cooldown: 15/13/11/9/7 Range: 600

Blitzcrank can pat his allies and uses alternatively his right and left fists with his basic attacks, charging the enemy or ally with an electric charge. Additionally, he can activate his hextech discharger to suppress all charges from the units around him. Passive : Blitzcrank's right arm attack or ability on a unit charges it with a negative charge for 4 seconds. A negative charge on allies increases their damage by 2/4/6/8/10 (+10% Ability Power)%. Blitzcrank's left arm attack or ability on a unit charges it with a positive charge for 4 seconds. A positive charge on allies increases their movement speed by 5/6/7/8/9/10 (+10% Total attack damage)%. After benefiting from one of Blitzcrank's charges, an ally can't receive the same charge for 10/8/6 seconds.

Active: Deals 20/40/60/80/100 (+20% Ability Power) magic damage to charged enemy units and double the bonus on his charged allies for 3 seconds but removes charges from all the units hit.

E: Hextech charger Cost: 50 Cooldown: 15/13/11/9/7 Range: 600

Blitzcrank passively charges enemy units around him with a negative or positive charge. Additionally, he can activate his Hextech charger to pull opposite charged enemy units towards each other. Passive : Charges a nearby enemy unit every 2 seconds alternatively with a negative charge dealing 10/20/30/40/50 (+25% Ability Power) magic damage, or a positive charge dealing 10/20/30/40/50 (+25% Total attack damages) physical damage. Active : Pulls negative charged enemy units towards the closest positive charged enemy unit, deals charged 20/40/60/80/100 (+20% Total attack damage) physical damage to both of them and knocks them up in the air when they collide.

R (ultimate): Magnetic field Cost: 100 Cooldown: 120/90/60 Range: 600

Blitzcrank activates both his PPIF and PAPF at the same time, creating a powerful magnetic field around him. Blitzcrank fling all nearby negatively charged or uncharged units into the air a set distance in his direction, dealing 100/200/300(+50% Ability Power) magic damage to enemy units or granting allied champions a shield for 3 seconds which absorbs 50/100/150(+50% Ability Power) damage. The magnetic field also knocks back all nearby positively charged units, dealing 100/200/300(+50% Total attack damage) physical damage ton enemy units or granting allied champions a shield for 3 seconds which absorbs 50/100/150(+50% Total attack damage) damage.
