Rakuri of the lightning gunblade (Champion idea)

for reference this post covers lore, game-play concepts, raw numbers i would initially test, and arguments/explanations for why the kit is balanced in that order. but first a TLDR of his abilities if you don't want to read the entire post.

TLDR; melee AD glass cannon weak early hyper-carry late very high skill cap P- uses fury and when fury is full he can blink on his next AA to consume the fury OR empower 1 ability. build fury with AA only. Q- very small AOE skill shot with a delay like Kog-maw ult. CD is half on unit kill and rest on champion or epic monster kill. W- when activated gives attack speed and on hit damage (this skill needs items to be effective it is for the late game see details below) E- a dash that goes in a circle back to the starting point and deals AD AOE damage along the path traveled. R- gains max fury and slow reduction

Lore

summary: Rakuri is a wizard turned warrior. He was once obsessed with power and vengeance against Noxus for the death of his parents. That changed when he met his wife. She agreed to marry him if he would get rid of his magic and his quest for vengeance. He agreed and sealed his powers into his gunblade. But years later when his home and land was threatened he had to take up his weapon again to fight with the magic that was stored in it.

more details: Rakuri did not know it but when he sealed his magic into the gunblade he also sealed part of his soul with it. the part of him that wants vengeance and has blood-lust. so when he was forced to take up the weapon again he found that the more he would fight the stronger his anger and blood-lust become. in game this is shown by as he gains fury he begins to have more aggressive voice lines with a higher pitch maniacal voice and when at max his voice line are down right serial killer psycho murder crazy. when he was a mage he used lighting magic and when he sealed that into the gunblade it resulted in a weapon that was incredibly sharp and fast granting its user incredible power and speed. but he has very little protection he has to be able to use his mobility intelligently to dodge or he will end up caught and dead.

Playstyle

He is a melee range ADC that has massive mobility, a high skill cap, weak early game, and is a monster late game carry. To make sure he cant be abused as a tank or a on hit build he has LOW base damage and scales almost entirely with critical chance and attack speed. Core items are phantom dancer, Static shiv and/or rapid fire cannon, black cleaver, and rageblade. he is generally a mid or top laner with some gutsy people taking him bot as ADC. his low base damage makes jngling almost imposible and his lack of utility makes him useless for support his base health, armor, mr, and health regen are good but his per level of the same stats are TERRIBLE meaning that early he has a bit of a tank to compensate the lack of damage. but late game he is still a glass cannon.

ability flavor text P- when his gunblade is charged he can empower an ability or transform himself into lightning to move instantly to his next victim Q- he can call down lightning from above to strike his enemies down. (a cloud appears over the general area of the strike as an indicator for where the strike will occur) W- he charges his blade with lightning that enhances his attacks E- he channels his weapons power to his feet so he can dash quickly wile doing less damage over a larger area R- he transforms into lighting itself empowering himself and alowing him o destroy his enemies

the numbers base hp: 650 (very high) hp per lv: 60 (very low) hp/5: 11 (very high) hp/5 per lv: 0 (very low) AD: 40 AD per lv: 5 (very high) base AS: .60 (average) AS per lv: 4% (very high) AR: 30 (very high) AR per lv: 1 (very low) MR: 32.1 (high) MR per lv: 0 (low) range: 175 (long melee standard) MS: 360 (very high)

Passive: Flash Strike His secondary bar is fury he gains 1 fury on hit (this is doubled by rageblade). he gains twice that when attacking champions and twice as much when critically striking (these can stack for 4 fury total when criting a champion). his max fury is 12. When he has 12 fury his next melee auto attack will blink him to her targets location from up to 500 range. This auto attack reduces his fury to 0. OR when he is at 12 fury his next ability he uses will be empowered and his fury consumed. When out of combat at for 5 seconds his fury decays 1 per second.

Q: Lighting Strike - Active: you aim a very small radius circle and after a brief delay (.7/.6/.5/.4/.3 sec) call down lighting to that point it can only hit 1 enemy and applies on hit effects and can critically strike. Damage is 100%total AD. SCD(static cool down) 12 seconds, if you kill a unit with it the CD is cut in half, and if you kill a champion or epic monster with it the CD is refreshed. Range 500/650/800/950/1100 Empowered: deals additional 3/3.5/4/4.5/5% missing health damage that can also critically strike

W: Lightning Blade- Active: for 5 seconds you gain physical on hit damage equal to 60/70/80/90/100% of your critical strike chance. This on hit damage can critically strike. Your base attack speed is also increased to .62/.64/.66/.68/.7. after the duration it goes on static CD of 12 seconds minus 1 second for every AA made during the 5 second duration. Empowered: gain 3/6/9/12/15% life-steel for the duration and life-steel applies to the on hit damage done by this ability when this ability is empowered.

E: Blade Strike- Active: You dash a fixed distance of 1200 units in an ellipse ending where you started. And you deal 10/20/30/40/50+10%total AD damage to every unit u pass through. If you go through the same target 2 times you apply the full damage twice. This skill can critically strike. SCD 10/9/8/7/6 seconds (note you can cast your Q during the dash) (note: this dash's speed is 200% of his movement speed+his attack speed this dashes speed is calculated ignoring the move-speed cap) Empowered: you can cast the skill again part way through the cast to end the dash early. Then you can cast it as a standard cast again in the next 5 seconds. If you do not, then it goes on CD but reduced by 5 seconds.

R:lighting incarnate- on activation gain max furry. then for 4/5/6 seconds you gain 60/70/80% slow reduction and the range on your passive is extended to 600. CD 150/120/90 CD is reduced by 2 seconds for every AA made during the duration Empowered: on activation cleanse all status conditions and CC effects (including enemy invulnerable like bard and including things like deathmark) and become untargetable for .3/.5/.7 seconds while you can still move. In addition, you gain slow immunity, passive blink extension to 650 range, and all abilities can be cast as if empowered for 5/6/7 seconds.

Balance base stats- i went with the idea that he is a hypercary so damage and attack speed was low early good late but because he is a melee hyper-carry i went with decent defensive stats and movement speed at early level and very low per level stats so he would be squishy late game.

passive- weak early strong late. 12 aa is actually a fair amount of time in lane phase and even longer in a fight so early this will not be up to often but late game if you build crit and rageblade then before rageblade passive your passive will kick in every 3 aa. with rageblade it will be every 2 aa.

Q- can be CS with somewhat in lane when being bullied. the execute damage is lower than most executes unless you crit then it is higher. also because his base AD is low early this ability base damage is not very good but it scales well with his build because it is essentially a ranged AA unless it is empowered. also even if you execute someone and it resets the CD the next use wont be empowered if he uses it right away.

W- this is the core of his kit. and it is what i am least sure of NUMERICALLY the idea is that when he buys an item like static shiv and W is at max rank then he gains 30 on hit damage. this is VERY powerful however it is on a long cool down unless you USE IT WELL 12 seconds is a long time to be doing very little damage in a fight so you have to build attack speed on him not damage in order to try and AA as much as you can in the 5 sec window if late game you make 12 aa in 5 seconds hard to do but it is possible when you get close to 2.5 atk speed. also using this telegraphs to your enemy i am going in now and if they CC you for even a little bit and you don't get in your aa's then the CD will be very long again leaving you vulnerable. the numbers might still be just to good im not sure but this is the 1 number i dont have enough experience to say if its ok or not. TLDR this ability is strong but has counter-play

E- this is an interesting ability that is a dash that goes no where but the fact that you can dash means you can dodge things adding more mobility to his kit in a way that is not to strong. also gives him a weak ranged AOE ability that is risky to use because it puts you in danger. however late this ability is stronger than it looks because it can crit. it also has a high skill cap because if you hit them with both sides of the dash it will do more damage. the max at max rank is 200+40%AD which is not an unreasonable amount considering you have to crit to get that damage. so again a high skill cap ability that has counter-play and requires critical strike.

R- this ability when not empowered is not to scary. its good though, the slow reduction helps him allot and 100 extra range on his passive helps in those situations you need it. and also gives you a way to immediately empower an ability if needed. what i can already here people complain about is the empowered version but what saves it is the duration. yes it makes all your abilities empowered but only for 7 seconds max rank that is enough for 2W uses IF it is done perfectly and only 1 E use. and wile true in a perfect aim situation you might be able to get off a insane execute chain i think that ults are for big plays like that and its not like u can just nuke a whole team with it. as for the cleanse immediate cleanse and untargetable its just for a fraction of a second and wile good i think is within the bounds of reason for an ultimate ability.
