Champion Concept: Rukio, the Lightning Warlord
So, I've been thinking about how I could design a champion when I thought up of this and thought of sharing it with you guys here in the C&C community. So here's more possible idea for a champion.

Rukio is a man of fervor, always seeking a good duel from the finest fighters and swordsmen around Runeterra. Behind his skill with the blade, his agility on the battlefield and his midnight blue armor however, is a humble man who wishes nothing more than to live an ordinary life outside dueling.
Before entering the battlefield, Rukio was once an ordinary farmer in his own field. He was nothing more than an old, humble man who was innocent and hardworking. Until, his life would change before his eyes. While working on his crops, he was suddenly struck by a bolt of lightning from the heavens. The pain was excruciating and was knocked unconscious.
Inside his mind, Rukio's spirit was teleported into the realm of the heavens, where he met the Gods of Runeterra. He questioned the deities on why he had been teleported here, only for the deities to respond that he had descended from a long bloodline of ancient swordsmen, skilled in both the blade and magic. Rukio was shocked at the discovery of his ancestry, but that did not answer his question. Then, the Gods offered him a suit of armor and two blades: both imbued with lightning and are forged by his ancestors. On one hand, Rukio is a man of peace; he didn't want to fight. On the other hand, he felt the urge to fight, so he adorned the armor and was gifted with immortality and the power over lightning. Rukio thanked the Gods for the gift and his ancestry. After that, the Gods nicely departed away.
Rukio woke up the next day, in the Viscero: Noxus's infamous gladitorial event. Knowing that he was kidnapped while unconscious, he knew he needed to fight back to escape the event alive. The first few minutes into the fight were torturous as he couldn't fight back because of his resistance to fight back.
"Fight back, Rukio! This is your life! If you want to live, use your gifts!", the Gods said to him
"They're right! I can't live a life of torture like this. Maybe, fighting IS in my blood.", Rukio murmured to himself.
From that, Rukio had reawakened, invigorated and had slain his captors. The onlookers weren't pleased however, as they sent more men in to subdue the man. However, from the onslaught, Rukio had luckily escaped, alive and well.
Rukio, now knowing that Noxus would not stop hunting him, he decided to put his past behind and joined the League of Legends, for his own sake and to show to everyone his fighting prowess.
"I have a spirit that fights! I'd like you to show yours as well." - Rukio
Abilities:
Innate: Storm's Blessing Rising Storm: Every time Rukio damages a unit with his spells or basic attacks, he stores 5/10/15% of the damage dealt as Electricity, which is tracked on Rukio's resource bar. The higher the damage he deals, the faster his Electricity stacks. At max Electricity, Rukio's next spell or basic attack against an enemy champion consumes 3/4/5% of his Electricity to deal bonus true damage onto the target enemy champion and gains Flash Strikes and lasts for 10/15/20 seconds
Flash Strikes: Rukio's basic attacks and spells consume 1/2/3% of his Electricity to deal bonus true damage. Rukio charges 50% less Electricity while this buff is active.
Strife Shield: Rukio gains Bonus Armor and Magic Resist equal to 50% of his Electricity and bonus Armor Penetration and Magic Penetration equal to 25% of his Bonus Armor and Magic Resist. (This stacks with items.)
Electricity Bar: 60/65/70/75/80/85/90/100/110/120/130/130/140/155/170/195/210/225 (Levels 1 - 18)
Q: Lightning Field: (No Cost) After channeling for 0.5 seconds, Rukio spins his swords around creates a burst of electricity around him, dealing 70/90/110/130/150 (+20% AD)(+20% AP) physical damage and slows the movement speed of all enemies hit by 20% and applies on-hit effects. Range: 500 Cooldown: 8/7/6/5/4 seconds Note: Rukio can move while channeling the skill.
W: Dual Slash: (No Cost) Passive: Every third attack, Rukio slashes his target twice. Both attacks deal half of his basic attack damage but deal an additional 5/10/15/20 (+10% Bonus AD)(+50% AP)(+2/4/6/8/10% of target's max HP) magic damage and applying all on-hit effects. Active: Increases Rukio's attack speed by 5/10/15/20/25% and applies his passive to all of his basic attacks. Cooldown: 14/12/10/8/6 seconds
E: Quickblade: (No Cost) Rukio blinks to a target location, dealing 20/40/60/80/100 (+50% Bonus AD)(+60% AP) physical damage in an area around him. The cooldown is reduced by 1.5 seconds for every enemy unit hit (doubled against enemy champions)
Cooldown: 7.5/7/6.5/6/5.5 seconds
R: Storm's Dance: (No Cost) After a brief delay, Rukio chases down target enemy champion. Once Rukio enters into melee range, he suspends the target in mid air for 2.5 seconds while slashing the target repeatedly with each attack dealing 25/50/75 (+100% AD) and 15/30/45 (+100% AP), applying all on-hit and spell effects. The number of attacks scales with his attack speed and cooldown reduction. Grants infinite electricity for 10 seconds and doubles Flash Strike's duration.
Rukio is untargetable during the spell but the dash can be intercepted by other enemy champions. Cooldown: 120/90/60 seconds

Overall:
Rukio is a team fighting duelist with a lot of mixed damage and defenses in his kit. He however, trades this off for his low damage and defenses in his kit. The lane best suited for him his top lane because of the mixed resistances he gets and can go mid if the circumstances of the lane ties to his strengths.
Early Game:
This is Rukio's weak point. Rukio doesn't have a lot of upfront damage early, but thrives in extended trades while his passive is up. His passive is what allows him to easily dive onto the bruisers or mages (if he's mid) with ease, but at certain times.
Mid Game:
This is where Rukio starts to get scarier as he usually has 2-3 items by now that can grant him all the stats he needs to duel or assassinate anyone later.
Late Game:
This is where Rukio has all the items he needs to duel with. However, take caution with his ultimate as you don't want the tank to intercept your onslaught.

Side Note: (Edit) I know, I know, this champ's kit can be as overloaded as Yasuo's kit which grants him a lot of free stats. However to offset that, he's very reliant on choosing his trades with his passive and can't afford to buy too much health or else he'll lose a lot of damage.
This champion is basically a skirmisher that has to rely on the ability to choose when to trade or not and his heavily punished if he can't get any items early in the game. I haven't delved too much into the math part of his raw stats and only thought up of the concept so the numbers are just for show and just let me know if you guys can adjust those base numbers into a balanced level.
