Reworks PBE

Instead of making reworks for Players that pay for it early I think the new reworks should be tested out by those that have champ 7 masteries and a certain amount of champion points somewhere between 500,000 or 1,000,000 mastery points and above. This will not only help those that spent a lot of time and money on one champion but also help riot with balancing and perfecting the reworked champion. This could branch out into a whole new system like the PBE system.
