Champion Concept: Tess, the Black Witch

Stats
Attack Range: 550 Auto-Attack Projectile Speed (yes this matters. see: lux): 900 Movement Speed: 330 Health: 497 (+79/level) Mana: 305 (+41/level)
Abilities
Passive: Black Power
Tess slows herself by 15% while channeling abilities, but she refunds 8% of the ability's cooldown for every enemy champion hit by the ability.
Additionally, Tess can purchase Tess's WitchHat from the store for 1725g. Purchasing Tess's WitchHat will give Tess's character a purple hat because, why not?
TESS'S WITCHHAT: 50 ability power, 15 magic pen, 100 mana, basic abilities enhanced upon purchase. This item will create it's own item slot, so it will not take up any room in the inventory. Very stylish.
Q: Raw Energy
Tess channels for 0.4 seconds to conjure an orb of raw power that will travel forward in a direction (range: long. speed: slow). Enemies it hits recieve 40/65/90/115/140 (+30% AP) magic damage. At the end of it's path, it implodes to deal 20/30/40/50/60 (+20% AP) magic damage to enemies in a small radius around itself. Enemies who were already damaged at the inital travel of the orb will recieve double damage and will be silenced for 1/1.1/1.2/1.3/1.4 seconds.
Tess's WitchHat bonus: Mana cost lowered by 15 at all ranks.
Cooldown: 10/10/10/10/10 Mana: 40/50/60/70/80 Range: 1000 Implosion Radius: 325
W: Dark Curse
Tess channels for 0.2 seconds a dark spirit that travels in a direction (range: medium-low. speed: high). The first enemy champion it hits will recieve magic damage equal to 50/70/90/110/130 (+30% AP) (+2/3/4/5/6% maximum health) (+10% of the enemy's bonus AD and AP). Additionally, the enemy will be blinded for 1.5 seconds and nearby enemy champions in a large radius around them will be blinded for 0.8/0.9/1/1.1/1.2 seconds.
Tess's WitchHat bonus: Travel max range increased to 725 (from 600)
Cooldown: 15/14/13/12/11 Mana: 70/75/80/85/90 Range: 600 Blind Infliction Radius: 625 (around the initial enemy)
E: Night Spore
Tess shoots a spore of black magic at target enemy or allied champion (not herself.)
ALLY: Restores 30/40/50/60/70 mana or energy (if they possess either) and lowers their ability cooldowns by 1/1.25/1.5/1.75/2 seconds.
Tess's WitchHat bonus: Using Night Spore on an ally reduces it's cooldown by 3 seconds.
ENEMY: Deals 30/40/50/60/70 (+25% AP) magic damage and increases the cooldown of any abilities that are currently on cooldown (meaning if the ability isnt on cooldown it wont be increased) by 1/1.25/1.5/1.75/2 seconds.
Tess's WitchHat bonus: Using Night Spore on an enemy reduces the cooldown of Raw Energy (Q) and Dark Curse (W) by 1.5 seconds each.

Tess channels for 0.6 seconds to release a sphere of dark force that latches onto the first enemy champion it comes in contact with. After 1.25 seconds, the sphere explodes in a large radius to deal 200/300/400 (+70% AP) magic damage to all enemies hit. Half damage to minions.
