Z'kahn, the Ruler of the North
Z'kahn is an ice land dragon deep in the Freljord. Mighty and powerful, slow but unstoppable, able to terrorizing anything that gets near here with her absolute freezing cold frost breath and sheer strength. Z'kahn is so large that she is sometimes confused with a small mountain when she sleeps, good luck ever trying to get anywhere close to her to try to climb her because she dwells in a land where the weather is almost as much of a threat as her.
Z'kahn is almost treated like a god by the locals, where they protect her by preventing threats from getting nearby and sacrifice animals to feed to her to keep her happy in fear of what may happen if they didn't. Z'kahn may be a scary and all powerful dragon, but she cares for the people of the land and the land itself and if anything did come to harm what is already there then she would intervene and show no mercy to the destructive outsiders.
Z'kahn is a marksman, breathing icy breath (just as deadly as fiery breath, but on the complete opposite side of the temperature scale) where she is very slow, but also very deadly when she gets near her target or targets get near her. Z'kahn, besides being a mighty dragon, has two unique qualities - creating a slowing storm for standing still and being very tanky for a marksman - the second passive triggers off half minions as well which 1,000,000% of 0 armor/MR is still 0, but the duration is indefinite and changes constantly based on the last target the main basic attack hit (yes, the main basic attack and Runann's Hurricane bolts won't interfere with this at all).

Adapting Storm (Passive): Range: 150 - 600 units Whenever Z'kahn stands still a fierce storm grows around her growing in size over 1.5 seconds which slows enemies within by 25%(+50% per 100% critical strike chance), maximum 75% slow, for 2 seconds.
Z'kahn gains bonus resistances based on the last target she basic attacked equal to 10%(+15% per 100 bonus AD)(+15% per 100 AP) of the target's armor and of the target's magic resistance respectively.
Frostball (Q): Cooldown: 1.5 seconds; Cost: 30 mana + 1 charge; Range: 900 units Z'kahn blasts a ball of frost to the target location dealing 20/25/30/35/40(+100/105/110/115/120%AD)(+50%AP) magic damage to struck enemies and slowing them down 25%(+50% per 100% critical strike chance) for 2 seconds.
Frostball can critically strike and moves faster with bonus attack speed.
Z'kahn stores up frost charge every 18/16/14/12/10 seconds, up to a maximum of 3 at a time.
Stomp (W): Cooldown: 24/21/18/15/12 seconds; Cost: 60 mana; Range: 600 units Z'kahn mightily stomps the ground creating a shock wave around her knocking back enemies to the perimetre while dealing 6%(+5% per 100 bonus AD)(+5% per 100AP) maximum health as physical damage.
If targets were frozen then instead of being knocked back the frozen effect is shattered and they are dealt double damage.
Frozen Terror (E): Cooldown: 19/17/15/13/11 seconds; Cost: 90 mana; Range: 600 units Z'kahn does a terrifying roar fearing enemies for 1 second. If enemies were slowed by Z'kahn then they become frozen instead for 2 seconds.
Freezing is immune to tenacity.
Enraging Storm (R): Cooldown: 150/125/100 seconds; Cost: 100 mana; Range: Global Z'kahn is furious with rage and massively increases her storm's size for the next 2/3/4 seconds, slowing down by 25%(+50% per 100% critical strike chance) and reducing their attack speed by 25%.
