This gets brought up from time to time. Awhile back, Riot said that they had planned to do a skin like this.
Since then, Swain has been put on a "no-skins" list because his model is outdated. I imagine this skin will be a high priority following his VGU. I don't have Riot confirmation to link you to, but that's my take on it. A lot of people will tell you that Riot already "promised" this skin to us, but the best I ever saw was a thread where a Rioter confirmed that they were planning it.
