Spiare, the Information Hoarder

No-one knows who Spiare is nor his motives, but it is understood by those in the know that most people in power all over Runeterra are deep in his pocket. Despite this, he has done very little with all the information that flows his way, nor much with the power he wields by proxy. It's at the point where most spymasters accept his moles as a necessary evil, as a mole for Spiare is a mole for only Spiare.

Passive: Spymaster - Stealth Wards last 15/25/35/50% longer, Pink wards are stealthed for the first 5/7.5/10/15 seconds unless blocking a wards vision (1/6/11/16)

Q: Distraction - Cooldown: 22/19/16/13/10 - Mana Cost: 60/75/90/105/120 Range: 750(maximum cast range),1150(maximum range),175 (effect radius) Speed: 700 (before bouncing), 130 (after first bounce) Throws a bouncing projectile that deals 20/40/60/80/100 (+0.2AP) magic damage to nearby enemies with each bounce (3 bounces total), and charms them towards the projectile for 0.3 seconds on the first bounce, 0.2 seconds on the second bounce, and 0.1 seconds on the third (0.5, 0.3, 0.1 seconds at rank 5) "I don't know why I bother, something shiny would do just as well."

W: Focus fire - Cooldown: 20/18/16/14/12 - Mana Cost: 80 - Range: 500 Target enemy to takes 5/7.5/10/12.5/15% more damage from all allies for the next 2 seconds. "I call the shots."

Ult: Communications Jammer - Cooldown: 280/250/220 - Mana Cost: 150/175/200 - Range 500,25 Speed: 1750 Fires a projectile that makes the first enemy hit take damage from their allies aoe and skillshots for the next 2/4/6 seconds

HP: 424 (+88) HP Regen: 6.2 (+0.6) Mana: 530 (+29) Mana Regen: 8 (+0.75) Armor: 22 (+2.7) Magic Resist: 30 (+0.7) Attack Damage: 53 (+4) Attack Speed: 0.625(+2.2%) Attack Range: 500 Move Speed: 340

This is actually pretty good, unlike other concepts where is just pure damage, you can tell what role he is emant to play

The E was well thought out. It's a very strong in ability.

I think the early Mana cost need to go up a bit.

The charm on the q.... Hmm... Not sure about that especially at higher ranks, yeah it cost high Mana but still. At that see stage Mana won't be much of an issue.

I understand that it's adds to "distraction" theme though.

If we were to compare it to ahri's. Well, hers can be blocked by minions. So a way to lessen charm power could be, it charms the first Target it hits. I look back it didn't mention the charms range.

I am thinking this champ is support/mid.
