Updated Kit: Filch, the Thief for Hire
Role: Support / Fighter
Recommended stats: Health - Movement Speed - Cooldown Reduction
Passive: Authority Issues - Gains (22 + 1 x total Level) Movement Speed when moving away from visible enemy champions that falls off immediately when they are no longer visible and deals (3 + 2 x total level) bonus magic damage to enemy structures.
Q - Pick Pocket - Range 700 - Mana 40/50/60/70/80 - Cooldown 18/16/14/12/10 - Dashes a medium distance and stops on colliding with Enemy Champion. If he collides with an enemy champion, he knocks them back, deals 60/100/140/180/280 (+20% bonus health) physical damage and steals 10/20/30/40/50 gold.
Additionally, if he collides with an enemy champion, Pick Pocket can be cast again immediately for the next three seconds before going on cooldown. The second cast will act only as a dash and will not deal any additional damage, knock back or steal anything from any other champion.
There is an static additional cooldown on Pick Pocket in which it will only steal gold ever 60 seconds from the same champion.
W - Sling - Range 1200 - Mana 50/60/70/80/90 - Cooldown 9/8/7/6/5 - Channels for half a second before firing a long range skill shot that deals 120/160/200/240/280 (+70 AD/50 AP) magic damage to the first enemy hits. Additionally, the target is stunned between 0.25 and 1.75 seconds based on how far the skill shot traveled.
Deals 10/12/14/16/18% bonus Max Health damage to jungle monsters and 10-180 bonus magic damage to enemy champions below 20% health.
E - Black Jack - Range 225 (Base 125 + 100 for duration) - Mana 30/30/30/30/30 - Cooldown 12/11/10/9/8 starting from Black Jack's buff ending - Autoattacks are empowered with 100 bonus range and 5/10/15/20/25 (+10% AP) bonus physical damage for the next 5 seconds. Acts as an auto attack reset.
The first auto attack of Black Jack will stun the target for 1 second if they were stolen from with Pickpocket in the last 4 seconds.
R - Thrilling Heist - Range Global - Mana cost 100/100/100 - Cooldown 160/130/100 - Marks an enemy champion for the next 12 seconds and gains true sight of them. During this period, if that enemy champion is hit by Pickpocket, the value of the gold stolen according to Pickpocket's rank will be doubled and will instead steal Attack Damage. If the target is not successfully stolen from, Thrilling Heist goes on cooldown.
If the target is successfully stolen from, a new 12 second period starts in which the stolen from champion has the opportunity to get back the stats if they auto attack Filch 5/6/7 times. If not the stats are stolen for 40/50/60 seconds.
Filch does not get the value of the stolen stats applied to his own stats.
This duration is decreased by .5 seconds for each second of vision the enemy team has of Filch.

Basic Abilities and Combos:
When trading or ganking, it's useful to initiate with Q or W, the knock back or stun holding them in place for your laner, ADC or jungler to follow up. Make sure to hit them with Q before you active E for extra stun!
Use the extra dash from Q to either continue a chase or get away after simply ganking to put some extra pressure on a lane and collect that valuable bonus income.
Alternatively, if you started with Q + E to begin the gank, continue to fight them with the increased damage from E before finishing off with Q, either stunning them to run away or getting the bonus damage in hopes of an execute if you got them below 20% health.
If you have ulted an enemy champion, it's worth deciding whether you want to expend everything in hopes of killing the target with a friend to prevent being auto attacks too much or using you passive and a long range, well placed stun from W to book it out of there with your stolen stats. After that, hold back for awhile -- go take some jungle camps or stay in the bushes, putting down pink wards and using the scanner trinket to remove any pesky enemy wards to maximize the amount of time you get to keep the stolen stats.
During that time, it might be worth to tell your team to go take objects or push some yourself, your bonus damage to towers with your passive making towers crumble faster than normal.
