Should there be vote kick for trolls?

I just recently played with a Braum jng that went full attack speed, never ganked, never helped with objectives after multiple pings, and then reported me for flaming him. This is ridiculous. He trolls. Doesn't get banned. I flame. I get banned. trolls are not being punished. you seem to care more about how family friendly the game is than how fun it is. It is not fun getting a troll in your game that just wants to feed and do stupid stuff, as apposed to something intelligent such as, go to infernal drake after it has been pinged for assistance multiple times by your teammates. I don't believe that players should have to suffer because of one troll on their team. PLS RITO GAMES CREATE AN INTELLIGENT VOTE KICK SYSTEM SO WE CAN KICK THESE PEOPLE!
