Can we expect a jhin skin in the near future?
We have gone an appropriate amount of time when can we expect a new jhin skin?

It's hard to say. Ekko has already gotten two additional skins since his release (PROJECT and Academy), but other champions released in 2015 like Illaoi, Tahm, and Kindred have yet to get a new skin other than their release skin. Jhin is a lot more popular so while it's possible, I wouldn't hold my breath anytime soon.
