Can riot make this skin?

Hello people i was talking with a friend about different skins that could be good on certain champion's and the one i found the most interesting was a skin for lee sin.They should make one like when he is drunk like a drunken style lee sin where he holds a bottle of sake or a glass of sake and then for his q he throws it on a an enemy the mark is a glass of sake pouring on top of his head.
