percent text is confusing

the percent life steal on over heal, for example: "0.8% life steal" means less than 1 percent life steal.

most people say it is 8% life steal but 0.8 is 80%. 8% should read".08 life steal" or "8% life steal"

I wish the math behind a lot of league was more transparent rather and less confusing. I know what runes I should take but I want to more confidence in picking the runes by being able to do the math

is math considered a concept? im not sure if im posting on the correct board
