Champion Summary:
Vespre is an emotionless girl who was trained to kill and only to kill. When she finally failed an important mission she was convinced the problem was she let them escape. She is an AD Assassin obsessed with the concept of not letting her enemies escape. She does this by using her unique chain whip weapon to restrain her enemies and then finishes them off with her blade.
Story
"Please let me go."
Desperation could be defined by the look of his eyes. It was if his own soul, manifested itself into a tiny ball and begged and pleaded through tired eyes. The dried tears on his face glistened under the moonlight. Tall grass hid battered knees and the evidence of cuts and bruises were trapped between an old shed and a black silhouette. "I'm begging you, you've got it all wrong." The dark figure wasn't even looking at him, instead, bold red eyes looked longingly to a full moon.
She wasn't very tall, but she towered over the poor man on his knees. Her slender shape was widened by the possession of a blood stained chain whip in her left hand, and a short blade that was only sharp at the point in her right. Her white hair was the only brightness on her otherwise dark robe. None of that mattered though, she was blanketed in the shadows. "Please don't kill me." The crisp sound of the word got her to slowly turn her attention towards him. A soft toneless voice came from beneath dead eyes.
"I'm sorry. Killing is what I am meant to do. If I do not kill I will fail my own existence."
The steady pace of her words were comforting yet creepy.
"W-what do you mean? Are you saying if you don't kill you me, you'll stop existing?!" The desperation transferred from his eyes to his voice. He determined a way to break free.
"If I cannot kill, I am no longer useful. What good can come from a thing who cannot fulfill its purpose." Her eyes directed back to the moon. It almost looked as if she was looking for something.
"W-who said your purpose is to kill? So what if you don't kill, there is so much more you can do!" She froze, one thought lead to another and she looked down lost in a train of hypotheticals. The man took note of his success in her change of focus and slowly raised his hand shaking with fear. "I don't know who you are or what kind of past you had," he was starting to regain confidence in his voice, "but you can let it go, and start over again." Her eyes darted towards his. The longing look from before returned. The man calmly held her hand, steadying as it made contact. "You don't have to do this."
Before anything could leave her mouth, a beam of light blinded both of them.
"There she is! Stop her!" came from one of five officers on patrol, standing atop a hill not far from them. Three of them rushed down while the other two provided cover fire. The man took this as his opportunity to make a break for it as the woman ducked for cover. Snapped back to her senses by the gunfire she realizes her mission and makes a quick attempt to stop the man with her chain whip. However, just as she was about to throw a gun shot hit the handle and made her flinch. The man got away.
"Three officers dead." A bulky middle-aged man paced back and forth. "Yet the one who you were suppose to kill. MANAGED TO ESCAPE." The man slammed the table in front of her as he escalated in rage. "VESPRE?!!" Vespre whom was sulking in her chair and lost in thought again tensed up in fear and directed her attention towards him. "DO YOU REALIZE WHAT YOU'VE DONE? DO YOU KNOW WHY WE NEEDED HIM DEAD?!" He glared at Vespre with his teeth clenched, a faint growl seeped mixed with anger and frustration. She couldn't maintain eye contact and looked away. "THIS MAN. IS CAPABLE. OF DESTROYING. OUR LIVES!!"
"He did not seem capable." Her monotone voice and blank expression did not reflect the regret she should feel as she watched a monster boil up before her.
"WHAT?!" The man shoved the table to the side, destroying one of its legs against the wall. The room they were in was the "interrogation room" fit with close quarters, concrete walls, and a hanging light bulb. The terrifying individual storming the room was actually the leader of an underground gang in Piltover. Uninterested in the technological advances of Piltover, a young Renrir Brash assembled a gang of tough and stone-hearted individuals who he trained to be cold blooded killers and called it the Crimson Gang. One of them being Vespre.
Vespre was abandoned as a child because she lacked any personality or emotion. Her parents thought she had some sort of disorder, disregarding the fact that their own neglect had brought this upon her. They would force her to stay home, while they worked endlessly at the laboratory. Resulting from so little social interaction, Vespre did not portray nor understand feelings and was deemed useless human being to her parents. One day they told her they were going to work on an important project. One that would change the world, so they would have to be gone for a while. They never came back. Literally years would go by and Vespre did not leave her home as she waited for her parents' return.
On the day when she finally decided to venture out, she bumped into Renrir. He tried to intimidate her, but she showed no fear. He tried to crack a joke, and she didn't even crack a smile. He looked deeply into her empty eyes and saw one thing. A tool. A weapon. A perfect killing machine with no restraints of emotion. He picked her up under his wing and gave her purpose. He taught her the art of killing, and trained her to be heartless. There was nothing that could stop Vespre from killing her target. No amount of pity, or remorse, or shame would even dent her mentality. She looked at everything objectively and carelessly, as if she was a robot only programmed to kill, and nothing else. The gang's actions were notorious for being ruthless and were characterized by their use of "junkyard weapons" whom the members created themselves. However Vespre was particularly known for assassinating every target she has ever had, without fail, without hesitation. Until now.
After realizing the futility to getting angry at her, Renrir takes a minute to calm down.
"I knew this day would come." He grumbled. Vespre just blankly stared. "You got soft, didn't you Ves?"
"I am sorry for failing sir, it will not happen again." Renrir shook his head.
"No, it's over, i-it's..." His words grew shaky as he had to fight back his anger. After shaking his head and kicking some dust, Renrir let out a huge sigh before finally admitting, "You're useless to me now."
"Sir, I-"
"You didn't kill him." He interrupted. "All I needed you to do was kill him. That's all you're meant to do. And you couldn't even do that. What good are you then huh? What good was letting him escape??" He winced and shut his eyes tight. When they opened again, a tear quietly rolled down his face. "Leave. You are no longer needed here."
And without feeling anything at all, Vespre was alone again.
Her dead eyes examined the ground before her. Sitting cross legged outside an old apartment, she watched as each raindrop dived into the ground ending with a beautiful flourish of mist and water. Her thoughts raced around, trying to make sense of everything that happened. Her life was now meaningless without the Crimson gang. All her life she was tasked to kill. And now there was no task left for her to do.
"I failed because I let him escape." She whispered to herself. The leader's disappointed words echoed within her. "I won't fail again." She got up and looked around her. All she saw were lives waiting to be taken. The dead eyes of an emotionless killer. As she slowly pulled out her chain whip and blade from behind her, a short-lived laugh escaped her mouth. "There is no escape."

Passive Trained to Kill - If Vespre deals 30% of an enemy champion's health in damage, her next auto attack will be a combo attack that does (150%-170% AD) physical damage. (Cooldown of 30 (scales off levels) seconds)
Q Whiplash - Vespre swings her chain whip around her dealing 10/30/45/60/85(+50% AD) physical damage, then whips it forward for 50/80/100/120/150(+70% AD) physical damage. Vespre can repeatedly swing the chain whip around her up to 2 additional times by pressing Q during its animation to make the final strike do 20/30/40/60/75(+30% Bonus AD) more damage at the cost of additional mana.
W No Escape - Vespre attempts to hook her target with her chain whip. If it lands the target is Chained for 3/3.25/3.5/4/4.5 seconds. She may also reactivate the ability within 3 seconds to pull herself to the target and removing the Chained effect.
Chained - Any distance created by Vespre and her target that exceeds the range of the chain will pull the target back to the chain's maximum range and deal 10/20/30/35/40(+50% AD)(+50% AP) magical damage. This also applies to knock backs and dashes on both Vespre and her target and will only pull the target towards Vespre.
E Without Fail - Vespre dashes in the targeted direction and throws her blade at a nearby enemy champion dealing 20/25/30/40/60(35% bonus AD) physical damage and slowing them by 20%. Vespre's next auto attack against that champion will pull out the blade dealing 50/55/60/70/80(+70 Bonus AD) physical damage.
R_ Frantic_ - Vespre goes berzerk for 10 seconds, gaining 20/30/40% movement speed and making every auto attack hit 2/3/3 times in rapid succession. If Vespre kills an enemy champion during this period Without Fail's cooldown is reset.
Strategy
Vespre is a solo laner (maybe jungler) meant to wait for the right time to go in and secure a kill. Her passive allows her to finish off opponents when tries to burst them. Her main damage skill is her Q. Which she can tap once for a quick attack to poke or if she's in suitable position she can tap up to 2 more times for more damage.
Her usual combo to kill someone is : W -> E to pull on them and throw the blade -> W to gap close onto the enemy and proc the 2nd part of E -> Finish with Q
In hectic situations, Vespre can use her ultimate to boost her killing potential and further secure a kill, but it shines more in teamfights when using her full combo leaves her with no escape. This will let her have an option to keep on the offensive or use the E reset to bail from the fight.
Her strengths are high burst damage, and if she lands her W she heavily drops the enemies chance of survival. However if she is behind this might end up making her trap herself with the enemy as the only way to drop the chain would be to reactivate it or wait it out.
Her combo without ult leaves her with no escapes. Although she can get a kill by gapclosing only with W and then E'ing out, this will only happen if she's fed or someone is low.
She will be very weak from behind, since her passive depends on her doing damage.
Her build will rely on AD, CDR. I would to make her not build crit as her ultimate "3 hit" attack is meant for giving her autos power to finish off enemies after using her abilities.
She is squishy and has no sustain.
She can use her W for utility, allowing her to catch an enemy and letting her teammates kill them instead.
Miscellaneous
- She is melee
- As an assassin she is high damage and very squishy
- She is mana based
- Q animation is fast but additional presses will make her swing the chain longer (making the final attack more predictable)
- The swings on her Q are short range around her (like a smaller garen spin and only 1 spin per press)
- The final attack is a skillshot like a fast Illaoi Q
- Chained range can be whatever is balanced
- If Vespre E's backward it pulls the enemy to her, if they try to dash away (even blink) it'll complete the animation but pull them back
- If either of them get knocked back (Like a Lee Sin kick) then the target will be pulled towards Vespre back to maximum chain range
- E dash can be short, like Ekko dash
- E throw dagger should be longer range (So it can combo with W well)
- Ult can be changed so that the 3 attacks don't do full damage (Like ashe Q)
