Having a lower level requirment for ranked?

Well, if your a toxic player and youve been perm banned a few times, you'll know the struggle of getting to level 30, well one without being banned considering most of the people in level 10 feel like they literally dont know what they are doing at all yet are playing draft pick XD, I feel like it should be reduced to level 20, for ranked, because 1, most people who are low level are smurfs who are either banned or bored of their elo. to get to level 30 nowadays is around 36hours of playtime, with the queue times in low elo usually being like 3-5 mins, and the games usually only lasting max 20 minutes (around 130xp a game) and at level 17 you need around 13 games to level up once, 13x20 = 260 minutes per level, and it increases by around 100xp per level aswell, so level 18 would be around a extra game, eventually making it to like 35 games a level, which is just so much fricken time, i feel like leveling is either too hard, or the level for ranked is too high, because 24hours of playtime would be plenty for someone to play ranked, if they take the game seriously, they will get placed lower, and climb higher getting better at the game, with the new iron being added in, i feel like it would let new players get a feeling of ranked early on would be better in the long run, because if not then you just get tryhards in norms who are hella toxic if you feed, if your in iron, youll be vsing other people who are iron, not smurfs just playing norms on their 2nd account, for fun. youll be playing against other people are new to the game in a low elo like yourself.
