Hextech workshop-easier

Hello Guys. I was wondering don't you think that Riot Games Inc. should make it possible on hextech workshop to permanent activate the skins on lower price when you have a piece of skin? I mean that once you get a skin shard you will get some discount on the one exact skin and you will be able to purchase it with riot points(only on cheaper price). I think this is good idea because they would get another way to earn money so League of Legends still could be free. I invite you guys to have a chat about it. Sorry for bad english but im from Poland.
