General Odysseus, the Revolutionary Leader
Above image is just something I found that seemed to fit. In lore he'd be wearing enchanted armor acquired during the siege on Ionia, which would provide him the tankiness he gets in his kit.
General Odysseus, the Revolutionary Leader, is a minion based Bruiser created to fit in top lane or jungle roles. Ideally, he is capable of holding a line against top laners and give pause to jungle encroachments against his lane. He does not use mana, rather he gains command points based on current number of revolutionaries.
Affiliation: Former - Noxian, Current - Shurima
General Odysseus was the chief orchestrator of the invasion of Ionia, heralded as the sole tactical leadership responsible for the success early in the campaign. He was revered as master in the art of war, treating his soldiers well and rewarding intelligent autonomous decision-making by his subordinates. Despite this, when Noxus was eventually met with heavy resistance by the Ionian forces, General Boram Darkwill called for the use of mercenaries from Zaun. Odysseus was strongly against this, insisting that bribing the Bilgewater Cartel to commit to full scale port raids and creating an ocean barrier would prove more useful and exhaust supply lines, and that the Zaun mercenaries would provide little purpose on the front lines. Darkwill saw Odysseus’ protests and rallying of the other nobles as a threat to his rule, and relieved Odysseus of duty immediately, going forward with the original plan.
Odysseus resigned himself to exile from Noxus as long as Darkwill lived, travelling first to Bilgewater, then west through the forsaken landscape south of the Great Barrier. Through his travels he encountered countless nomadic dwellers, most of which descended from Noxus but had been excised for being weak. Inspired by those who had been cast aside, yet survived in the harshest of environments, Odysseus persuaded them to join him against the Noxian regime, to stand against the oppression of their former capitol. Odysseus sought to lead his growing followers, who were growing by the thousands each day, refuge from the wastes. Out of necessity, and perhaps providence, Odysseus travelled to Shurima to seek audience with the newly arisen Azir. With a massive throng of followers behind Odysseus, Azir saw the opportunity to repolulate his land in this new age, and accepted Odysseus as his vassal. Azir bestows upon him the "Rod of Command", an ancient Shurimian artifact capable of summoning the raw power of the Shurima itself. Once he learned that Azir was a frequent patron of the Institute of War, Odysseus asked to join him in order to acquire intelligence on the current state of the Noxian politics and the best way to crush them.
It is rumoured that Odysseus is responsible for the assassination of Boram Darkwill, however no evidence has ever been produced to prove that.
“Had I been born Demacian, Jarvan III would hold dominion over all of Valoran, even the Institute of War itself. Instead, Shurima will now have that destiny.”
Passive: Call for Revolution Every 3 Seconds, a nearby allied minion (600 Range) joins the revolution, protecting Odysseus. If there is no minion nearby, a generic Revolutionary minion is generated instead. They have bonuses to health, defenses, and movement speed, and retain the type of attack they had (IE melee or Ranged). They attack any targets that Odysseus targets. He has command points equal to the number of Revolutionaries he commands. Command Points regenerate every 3 seconds with the above timer. Starts with 5 maximum Revolutionaries, increasing to 6 at level 6, 7 at level 12, and 8 at level 18. Revolutionaries have 50% of Odysseus' AD (+2% Per Revolutionary active) and taunt the attention of neutral monsters and minions.
Q: Guerrilla Assault: Range: 625 Cost: 1 Command Points CD: 4 ACTIVE: Odysseus waves his rod of command at an enemy, launching himself and his Revolutionaries at targeted enemy, dealing 65 / 90 / 120 / 150 / 180 (+ 105% bonus AD) damage. Revolutionaries have 20 / 30 / 40 / 50 / 60% bonus attack speed for the next 2 seconds and heal Odysseus for all damage dealt during the duration.
W: Art of War: Cost: 2 Command Points CD: 3 CD: 12 PASSIVE: Odysseus gains 1% bonus health, magic resist, and armor for each Revolutionary under his control. ACTIVE: Your health appears to the enemy to be a random number between 10-35% for 6 seconds, blocks 1 CC effect until struck by a basic attack. If struck by a basic attack, your true health displays again, Odysseus and his revolutionaries charge and stun the attacker for 2 seconds and dealing 70 / 115 / 160 / 205 / 250 (+ 60% Bonus AD) damage.
E: Noxian Inspiration: Cost: 2 Command Points CD: 10 ACTIVE: Odysseus fabricates a string of steel razor spikes at the target location perpendicular to which way he is facing, slowing enemies, granting sight on them for 6 seconds, and causing them to bleed for (2/3/4/5/6%) of their health over 6 seconds. Wall length: 400 / 500 / 600 / 700 / 800 Slow : 20 / 25 / 30 / 35 / 40% Maximum of 3 out at one time, lasts 60 seconds. NOTE: Bleed effect cannot reapply as long as target has the effect, to prevent infinite applications.
R: Vassal of Shurima: Cost: 3 Command Points CD: 120 ACTIVE: Odysseus empowers himself for 15 seconds, gaining bonus health, increased size and reducing nearby enemy armor by 25 / 30 / 35%. Health Gain: 250 / 500 / 750 While Odysseus is empowered, enemies damaged by Revolutionaries are slowed by 20 / 25 / 30% for 3 seconds, and deals magic damage to all enemies around him each second, capped at 240. Magic Damage Per Second: 3 / 4 / 5% (+ 1% per 80 AD) of target's maximum health. This almost a complete ripoff of Nasus, so any suggestions that would stay with the theme but would differentiate him further would be appreciated.

Odysseus would focus defensive and AD, such as Titanic Hydra, Sunfire Cape, Sterak's Gage, Randuins Omen, Warmog's Armor, and Boots of Swiftness/Mercury's Treads/Ninja Tabi. Obviously, there is room for alternates, but that's a basic idea. Build health, build defenses, build AD, lead your army.

CHANGELOG from LoL Board -removed 25% damage conversion to true damage on Q. Changed AP% increase effect to AD due to typo. -changed conversion to true damage to minions on R to movement speed to better represent the invasion aspect and reduce obvious OPness. -decreased %health damage on E from (2/4/6/8/10%) to (2/3/4/5/6%).
Completely reworked Vassal of Shurima, as the tower concept was not conducive to the flow of the game. Instead, he now receives a bonus similar to the other Shurima champions that served under Azir.
Noxian Inspiration had been reduced in damage, duration, and cool down, to allow for better flow of the mechanic.
Art of War has been better fleshed out as it's intended usage, to bait an enemy into making a play on a seemingly weak opponent. The complicated mechanics on being struck has been changed to a charge/stun upon being struck by a basic attack.
Guerrilla Assault has had the suppression removed, and the bonus attack speed to revolutionaries has been changed to restoring health to Odysseus.
PASSIVE: Call for Revolution Spawn rate and command point restoration as been optimized, and total number of revolutionaries reduced, but the costs of skills also reduced. Additionally, changed the health regeneration effect to give a better feel of the damage they deal and to allow better jungle usage.
