Ideas For "Storm" Based Champion: Neo, Storm Rider

Hi all,

So I've been thinking about this champion concept for the longest of time and figured that we need something kinda new?. Currently there are a few champs that relate to Thunder, Storm and air such as , , and another one if i'm dumb but the point is I really think there needs to be another one so I have created my own concept "Neo, Storm Rider". I have not finished it if you wanted to know.
